Job Description

Youth Alliance for Development is a non-profit and non-governmental organization established in 2011 AD, propelled by a shared vision of youth empowerment. Youth Alliance for Development was founded by a dynamic cohort of young visionaries who recognize the indispensable role that the youth assume in steering the nation towards progress. YOUTH ALLIANCE FOR DEVELOPMENT (YARD) is swiftly emerging as a potent force centered on the youth, fortified by proactive measures, the promotion of youth leadership, and empowerment initiative. Serving as a catalyst for positive societal transformation, the organization serves as a crucial podium, amplifying the voices of the youth and magnifying their perspectives on matters of public importance.

Youth Alliance for Development (YARD) is implementing the SAHAYATRA-III and Corporate Co-Financing Projects in Dhangadhi Sub-Metropolitan City of Kailali District in partnership with Save The Children International (SCI). And coordination with local and provincial governments as well as other stakeholders. Therefore, YARD invites applications from interested qualified and professional Nepali candidates for the following full-time positions.

Position Description: This position will be responsible for providing overall Financial, admin and supply chain support to the organization and ensure that all the financial transactions are adhered to the required financial compliance of the organization, donor and governmental compliances, which includes payment and disbursements; financial analysis and reporting for the achievement of overall organisation and project goal.

Duty station: Project Office Dhangadhi Kailali

Major responsibilities

Position: Financial Management of the Project/Program

  • General financial recording and book keeping using One line program management information system (OPMISV2) of assigned accounting software following Online.
  • Support and ensure all the payments are made following proper financial procedures.
  • Ensure proper supporting documents for expense verification
  • Preparation and administration of payroll adhering the required compliance.
  • Issuance and settlement of employee advance.
  • Reconciliation of payable and receivable ledger.
  • Preparation of bank reconciliation.
  • Keep the scan copy of voucher and submit to donor.

2. Budgeting and Reporting

  • Support the project/program team in preparation of monthly and annual budget.
  • Analysis of administrative cost preparation and it’s sharing to each project on fair share basis.
  • Provide financial analysis to the project/Program lead including the board
  • Preparation of donor financial report and OPMIS report and shared as per the agreed timeline to the donor and project lead.
  • Orient non-financial employee on financial requirement of the project/program and organization.
  • Preparation and analysis of fund/cash flow forecast

3. Financial Monitoring

  • Ensure each and every expense are valid and meets minimum financial requirements.
  • Field monitoring from financial point of view.
  • Provide financial analysis and monitoring during procurement
  • Report any potential fraud and misusage identified during project implementation.
  • Interlink the project/program finance with the overall organization financial management system.
  • Implementation of suggestion and feedback provided by SCI finance focal person and auditor.

4. Admin and Supply Chain Management

  • Support in procurement and supply chain including Long Term Agreement (LTA) with vendor
  • Preparation of Annual Procurement plan
  • Monthly Supply Chain report
  • Admin and logistic arrangement including vehicle management
  • Asset management and handling

5. Compliance and Others

  • Ensure internal control measures are in place and are followed appropriately.
  • Conduct or assist in all type of audit (Internal, donor, external)
  • Any task assigned by the supervisor and organization board.

Competencies:

A. Academic Qualification and Experience:

  • Bachelor degree of Commerce, Business and administration studies or Equivalent
  • Master’s degree in finance/accounting or Equivalent, preferred
  • Minimum 3 years of experience in handling budgeting, financial accounting, planning procurement and SCM related work and analysis in I/NGO and preferably within SCI projects.
  • Excellent knowledge in the use of MS office Package (Word/Excel/PowerPoint etc.) & Internet.
  • Ability to lead financial management of the project and make the linkage of this with overall financial management of the organization.

B. Sector Knowledge:

  • General Accepted Accounting Principles (GAAP)
  • Good command of English & Nepali languages (written & spoken)
  • Practical knowledge of project budgeting, accounting & reporting
  • Able to articulate and communicate ideas well verbally and in writing
  • Knowledge of tax and compliance
  • Demonstrated Mentoring, Orientation & Training Skill
  • Good interpersonal, problem-solving & time management skills
  • Willingness to work under pressure with tight deadlines and to travel across the project areas.

C. Child and adult safeguarding and sponsorship business

  • Manage all the working environment in the office and working areas are child and adult sensitive
  • Guide the team and organization in managing protection related matters appropriately
  • Support the organization in complying with all children and adult safeguarding policies, requirements and audits
  • Manage all the businesses as per the protocols and guidance provided by SCI
  • Children participation is well reflected in the reporting platforms provided.
  • Ensure operationalization of SCI standards, Development Project Standards
