The primary responsibility of the post holder is to lead the MEAL component in the SC Norway funded projects to be managed by Field Office-Surkhet. S/he will be responsible for ensuring the global MEAL framework including Knowledge Management systems are operating in different theme of the project. program. Similarly, the position holder will provide technical support to conduct baseline, midterm and final evaluation and periodical indicator survey of the assigned projects. The post holder will also be responsible to manage information/data and update regularly; will be responsible to ensure country as well as SCI global reporting requirements. Similarly, the position holder will be responsible for developing PNGO staff capacity on MEAL functions under the field office. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
KEY AREAS OF ACCOUNTABILITY:
Program Design:
Take lead in conducting situation analysis as per requirements of project.
Review project log-frame/result frameworks and provide technical inputs
Support to develop and implement MEAL plan of project
Ensure project has MEAL plan Baselines and Evaluations:
Prepare Terms of Reference (ToR) for baseline, mid-term, final evaluation and operational research of projects.
Support to design study including sampling frame, methodology and data collection tools
Ensure and support conducting annual indicator surveys of the projects periodically.
Monitoring and Reporting:
Support project team in developing/ updating quality benchmarks
Conduct periodic program monitoring visits against quality benchmarks and provide feedback to the program team
Follow up with project team for implementing agreed actions plan developed after monitoring
Provide technical support and guidance to program team in planning, monitoring and reporting
Involve with project staff to collect case studies/success stories of different projects
Provide technical guidance in conducting annual indicator surveys (including sampling, data analysis and reporting)
Develop/review monitoring checklist and tool of project activities.
Support to project team for quality reporting, documentation and case story collection.
Track, monitor and document monitoring recommendations and ensure timely implementation and closure of agreed action points.
Data/Information Management:
Review and support development of OPMIS for project; monitor OPMIS data regularly, ensure quality and timely data updates, and provide technical input to project teams as required
Develop and maintain sectoral database on beneficiary coverage (total reach) and share with team on a regular basis (Monthly, quarterly, annually)
Review and do preliminary analysis of the data reported by partners and provide timely feedback to the partners team as required.
Ensure quarterly, semi-annual, and annual data entry, verification, and updating of project indicator data (outcomes, outputs, and total reach) in PRIME, SWC reporting templates, and other organizational monitoring systems.
Lead data cleaning, aggregation and preparation of datasets for donor reporting, evaluations and research activities.
Accountability:
Provide inputs in strengthening accountability mechanism in project
Support to establish CFM system at district and PNGOs office.
Provide regular support to project team in the areas of accountability, e.g. information sharing and feedback/ complaint reporting mechanism .
Review monthly accountability report and coordinate with projects team to ensure feedback/complains are responding on timely manner.
Evaluation and Learning:
Coordinate in preparing Terms of Reference (ToR) for conducting mid-term and final evaluation of project
Lead outcome-level indicator data collection, compilation, quality review, analysis (including disaggregated analysis), interpretation, reporting, and share findings with project teams
Coordinate project evaluation and ensure evaluation reports are produced as per agreed standards (SCI quality criteria)
Create learning sharing platform at project
Identify learning agendas with coordination of program and field office team.
Conduct action research in field based on learning agenda
Dissemination and sharing of Mid-Term Review (MTR), Endline (EL), evaluation and learning findings with project team, project stakeholders at local, district and provincial levels to promote evidence-based planning and learning .
Coordination, representation and others:
Lead MEAL component of SC Norway funded Projects and working closely with the counterpart of SC Norway.
Coordinate with MEAL colleagues within filed office and program operation.
Ensure PNGOs staff are familiar with SCI MEAL system
Provide capacity building support to PNGO MEAL staff
Provide MEAL support during emergencies .
Other
Supports Save the Children’s dual mandate of development programmes in emergency preparedness and response for children.
Support field office on the tasks/ responsibility given by Supervisor in adhoc/need basis as and when required.
Represent SC within district, province, national and international forum as per need.
Qualifications and Experience:
Master’s degree in information technology, Statistics, Development Studies or related field with minimum 3 years (2 years for GSI group) of experience in monitoring and evaluation and/or research experience preferably at INGOs. Experience of developing MIS with good report writing skill will be an added advantage or Bachelor’s degree with minimum of 5 years of (3 years for GSI group) experience.
Strong project/program development and overall project management skills
