Job Description

Contribute to the leadership and governance of the organisation as a member of the Country Management Team (CMT) 15%

  • Provide leadership in overall strategy development and implementation of the OCS, COM and COP from a Business Development and Programme Quality perspective 
  • Be part of the Country Management team providing direction and strategic guidance to the organisation to achieve Oxfam’s Vision 2020 in Nepal, contributing to an organisational excellence that goes beyond the own portfolio.   
  • Help to develop and deliver Oxfam’s Country Strategy and implementation, take action and coordinate proactively with other departments to support its successful implementation.
  • Play a key role in Business Development, spot opportunities and prepare the organisation to become increasingly successful in attracting funds for its programmes.     
  • Play a key role in managing the national influencing agenda and overseeing the contribution to regional and global influencing work to achieve Oxfam’s Worldwide Influencing Network objectives and work closely with the advocacy and influencing coordinator 
  • Provide the CMT with input on social, economic and political situation in Nepal to help ensure proper management of Oxfam’s interests and responsibilities.
  • Play a key networking role in connecting Oxfam with government, development partners, private sector, and national and international level actors and donors and work closely with relevant internal stakeholders as well
  • Play a key role in Programmes Quality promote innovation and assureexcellent collaboration and coordination, linking and learning between the BD/PQ department, the BS department, HR and programmes departments in Oxfam in Nepal  • Increase the profile of Oxfam in Nepal and contribute to Oxfam’s leadership on all 4 thematic areas and increase our capacity in Influencing and Advocacy and Media and Communications  

 
 Manage Business and Programme Development 25%   

  • Increase the financial resource mobilisation and realise the set financial targets for each programme departmentin collaboration with the CD and Head of Programmes
  • Increase the network of Oxfam with relevant stakeholder and position Oxfam as a reliable partner for joint programmes/project implementation 
  • Increase the network of contacts with donors, private sector and foundations and increase the profile of Oxfam Nepal to work with them 
  • Develop high level quality funding proposals and facilitate communication, internally and externally with all stakeholders coordinated and of high quality 
  • Manage Thematic Innovation advisors responsible for developing new project and funding proposals and coordinate the process efficiently with the funding team and the programme teams and get additional technical input when required.
  • Lead and support quality programming and project development processes in coherence with Oxfam standards, with an emphasis on ensuring sound programme logic and objective setting that is informed by contextual information, learning, and knowledge.  

 Contribute to Influencing and Advocacy and improve Media, Communications & Public Relations work 15%  

  • Works with CD and Senior Managers to ensure that Oxfam manages and influences significant and high profile external relationships.
  • Provides specialist advice and guidance on campaign tactics and communication across the organization at senior level and support the realisation of influencing targets 
  • Supports investments in marketing & competitiveness of Oxfam in Nepal 
  • Increase Oxfam’s visibility in the media and in social networks and produce quality PR materials that programmes can use
  • Provide support in designing advocacy and influencing campaigns that are achieving results 
  • Provide support to all programmes in campaigns and build capacity of partners on influencing and campaigning Excellent Government, NGO, CBO, INGO and Donor relations are established and maintained
  • Support evidence based research to substantiate influencing work and increase the outreach of our publications  

 
 Manage high level technical advisory services and innovation Programme design and planning 20% 

  •  Lead and support implementation of country knowledge and learning agenda and provide methodological guidance to thematic innovation advisors on the design and organization of programme reviews and learning events. 
  • Coordinate the provision of high level quality technical advice to programmes and projects in order to increase the effectiveness 
  • Secure and coordinate with the HoPs that 50% of the salaries of the TI advisors is cost recovered and that their services to programmes are well managed. 
  • Manage the TI advisors and lead innovation initiatives and link and learn from other stakeholders to create impact at scale
  • Manage the TI advisors in methodology and tool development that can be used by other development practitioners   
  • Provide leadership and quality assurance on the planning, preparation, and implementation of annual plans of projects and programmes 
  • Promote and facilitate evidence-based programme design in close collaboration with TI advisers and funding staff, promote and facilitate effective use of relevant learning and knowledge for evidence-based programme and project design by Oxfam and partner teams.  

 
 Programme Quality - Monitoring, Evaluation, Learning, and Social Accountability15% 

  •  Develop and ensure implementation of country PQ strategyensuring cross-cutting topics are embedded in Programmes.  
  • Support the implementation of a reliable PMEAL MIS system online web based that links GIS and Mobenzi to provide quality data for donors and other stakeholders on results in projects. 
  • Ensure that Programme Management Information Systems are up to date and contain accurate information that facilitates decision-making at the strategic and operational level
  • Lead and coordinate support for Oxfam and partner teams in designing and ensuring the operationalization and implementation of effective and participatory PMEAL strategies and plans at all levels in line with Oxfam standards. 
  • Manage Quality Reviews and Evaluations that inform PQ improvement plans, and support country and program management to establish PQ priorities. 
  • Provide assurance and control of the quality of programme and project PMEAL that is appropriate to the context and in line with Oxfam standards. 
  • In collaboration with programme teams advise on the process of stakeholder mapping and power analysis and the identification of appropriate partners for Oxfam programs, as well ensure regular reviews and updates. 
  • Support Oxfam and partner teams in exploring approaches for assessing, enhancing, monitoring and evaluating institutional and organisational capacities in a participatory manner. 
  • Provide guidance and mobilize support to the country team in regularly reviewing and strengthening partnership relations, downward accountability, and adherence to Oxfam partnership principles.  

 Performance manage staff 10% 

  •  Effectively build a BD/PQ team that is high performing and motivated and well connected to other teams and organisations.  
  • Effectively manage the performance of directly reporting staff and provide leadership for successful programme development and achievement of project milestones.
  • Ensure roles and responsibilities are clear and understood and performance is regularly reviewed. 
  • Mentor and supervise the direct reports and ensure effective supervision of other team members is carried out as well.
  • Ensure appropriate capacity building initiatives are carried out and learning is shared throughout the team and shared with partners.
  • Support staff to engage in the development of the programme and the team.
