Job Description
terms of reference: Communications Specialist
DAI Global, LLC – an international development company – works at the cutting edge of international development, combining technical excellence, professional project management, and exceptional customer service to solve our clients’ most complex problems. Since 1970, DAI has worked in 150 developing and transition countries, providing comprehensive development solutions in areas including crisis mitigation, democratic governance and public sector management, agriculture and agribusiness, private sector development and financial services, economics and trade, water and natural resources management, and energy and climate change.
introduction
Working with the Government of Nepal’s Koshi Province (GoKP), the project Udaya – Investment and Innovation for Economic Development seeks to enhance the framework conditions for SMEs in Koshi Province. The project is funded by the Government of Switzerland through SDC and Government of Nepal and implemented by DAI Global UK. Udaya directly supports enterprises’ access to pertinent business development services (BDS) in areas such as business and financial management, accounting, or marketing, and to provide interested SMEs with vouchers to avail of loan application. Further, as existing service offered by BDS providers and banks in Koshi Province are not geared towards SMEs, the project will support the GoKP in establishing a technical assistance facility for improving BDS offers and strengthening SME-lending. Similarly, as banks are reluctant to lend to SMEs (owing to the allegedly high probability of loan default), the project will support the GoKP in establishing a risk-reduction mechanism for selected banks and financial institutions, possibly in the form of a guarantee fund. Finally, the project will support the GoKP in establishing an easy-to-use and interactive digital information portal, which will act as a repository of all business-relevant information for SMEs.
Duration
Udaya is planned in three phases for an overall period of 10 years. Currently, DAI is in the first phase of Udaya from 1st December 2023 to 30th November 2026. The Communications Officer is initially required for a total of 8 days a month from July 2026 to November 2026 with the possibility of extension as the programme progresses.

- Provide effective information on the project results, delivered through a variety of appropriate communication channels.
- Ensure the visibility of Udaya Phase 1—both in Nepal and abroad; liaise with key stakeholders where needed.
- Support the Udaya team to strengthen communication towards key stakeholders and target groups.
- Liaise with SDC on communication and branding related matters.
- Formulate a robust communication strategy and plan to disseminate the achievements of the project; lead the implementation of this strategy and provide regular updates to the Team Leader.
- Enhance dissemination and outreach activities foreseen through the Digital Information Platform.
- Conduct field visits, collect stories, prepare videos, photos and other communication material as required by the project.
- Prepare a robust social media plan and other innovative communication tools for the project.
- Ensure data collection has an approved method and approvals in place for compliance purposes.
- Manage and coordinate any service providers in conjunction to communication activities.
- Conduct other necessary tasks as required by the Team Leader
Desired qualification
Demonstrated experience (5+ years preferred) in strategic communications, preferably for international development projects, donor-funded programs, or government-led initiatives.
Proven ability to develop and implement communication strategies, including branding, visibility, and outreach plans in compliance with donor requirements (e.g., SDC guidelines).
Strong multimedia and content production skills, including collecting stories, conducting field visits, and producing videos, photos, and other materials suitable for digital and traditional channels.

Familiarity with SME development, business development services (BDS), or economic development contexts in Nepal, with specific knowledge of Koshi Province considered a strong plus.
supervision and location
The role will report on a regular basis to the Team Leader and be based in Nepal. Udaya is based in Koshi province and there will be an expectation of frequent travel to Koshi province and especially Biratnagar. Preference will however be given to those that can be based in Koshi Province.
