Duty station: KIDS Central Office, Taulihawa, Kapilvastu, Lumbini Province
Employment Type: Full-time

About the Organization

Kapilvastu Integrated Development Services (KIDS) is a non-governmental, non-profit, and non-political organization established on 31 August 2005 in Kapilvastu District, Nepal. The organization is duly registered with the District Administration Office and affiliated with the Social Welfare Council (SWC) since 20 March 2007.

KIDS was founded by committed community members with the vision of fostering an equitable, healthy, resilient, and self-reliant society. Since its establishment, the organization has worked to improve the quality of life of vulnerable and marginalized
communities through inclusive, community-driven, and sustainable development interventions. KIDS implement development and humanitarian programs across Lumbini Province in partnership with government agencies, national and international NGOs, UN agencies, donor organizations, and local communities. Its core thematic areas include Health, Nutrition, Water, Sanitation and Hygiene (WASH), Food Security and Livelihoods, Climate Change Adaptation, Disaster Risk Reduction (DRR), Child
Protection, Gender Equality and Social Inclusion (GESI), Education, and Community Empowerment.

Job Summary

The Monitoring, Evaluation, Research and Learning (MERL) Officer has a role in planning organizing carrying out and making better the Monitoring, Evaluation, Research and Learning (MERL) system for the Sabal Balika Sabal Samudaya (SaBaSS) and
Sponsorship Communication Project. This role makes sure that program data is collected, checked, studied understood and sharedin timely manner with the relevant stakeholdesr. The position helps in making timely informed decisions which allows the program to act according to program information/dataway,The position also work according to the donor requirements- and learn more as an organization.

The MERL Officer is in charge of creating and using monitoring plans, tracking numbers, making sure that the collected data is efficient, effective and correct. With the use of digital tools the position is responsible in checking the data quality through regular checks, data triangulation and source data verification. The role maintains the data base in order which supports in writing relevant reports and internal and external sharing documents with special emphasis on knowledge sharing so that the program can be more effective and impactful.

This position works under the guidance of the Project Coordinator. Works closely with the teams that handle the program, safety, sponsorships and technical issues. The MERL Officer makes sure that everything follows the rules of KIDS, the MERL standards of
Plan International Nepal what the donors want and the rules from the Government of Nepal. The role also helps with being responsible by making community feedback systems making sure data is honest keeping private data safe and helping the people working on the project and the partners learn more about the tools, ways and standards for MERL. By checking all the time making sure the information is correct and learning from the work the MERL Officer helps reach the goals of the project make the program better.
Help children, young people, families and communities, in the project areas.

Primary Responsibilities

A. Monitoring, Evaluation and Learning

  •  Develop periodic MERL work plans that match project objectives and donor requirements.
  • Maintain and regularly update project monitoring tools, indicator tracking systems and reporting mechanisms.
  • Regular monitoring of project outputs, outcomes and impact indicators and informing the program on timely basis.
  • Against the set targets check the performance of the project and suggest changes to make the program better and more effective.
  • Help include evidence-based planning and flexible program management.

B. Field Monitoring

  • Visit the field on a regular basis to check program implementation, stakeholders’ participation and assess that program activities are being conducted as per approved workplan, Monitor the quality of activities being conducted by the partner staffs, the schools, the health facilities and the community groups.
  • Verify reported achievements through field observation, community/stakeholder’s consultations, document review and community feedback and ensure the validity and reliability of the data reported. Identify, gaps, challenges and potential risk areas that could cause and provide recommendations for overall program improvement
  • Write reports about what’s seen during the field visits and make sure that the things that were agreed to be done are actually done.

C. Data Collection and Database Management

  • Support the establishment and maintenance of systems for collecting, managing, and storing data on project beneficiaries, indicators, activities, and results to ensure accurate and reliable project information. Collect, compile, verify, and maintain project data on a regular basis to ensure it is accurate, complete, and securely stored.Update the digital data collection tools, like KoboToolbox. Coordinate with field staff to ensure project data is collected accurately, completely, and submitted on time for entry into the project database.Ensure that project data is kept secure and confidential and is managed in accordance with the organization’s data protection and confidentiality policies.D. Data Quality Assurance (DQA)
  • Prepare and put Data Quality Assessment (DQA) plans into action.
  • Carry out data checks, data triangulations,spot inspections and quality reviews.
  • Make sure that the data is accurate, complete, consistent, up to date, and valid.
  • Assess the data quality on timely manner and provide MERL support in making the reporting systems better.
  • Keep records and documentation of the data and reportings th for verification by donors and audits.

E. Research, Assessments and Evaluations

  •  Coordinate and support baseline, midline, end-line surveys, needs assessments, operational research, and evaluations.
  • Support in developingsurvey methodologies, sampling plans, questionnaires, and data collection tools.
  • Support in supervising enumerators and field researchers during surveys and assessments.
  • Coordinate and support external consultants during evaluations and research assignments.

F. Data Analysis, Reporting and Visualization

  • Compile and analyze programme data to track progress against the set target.Prepare monthly, quarterly, semi-annual, annual, and donor reports in accordance with reporting schedules.
  • Produce simple dashboards, charts and tables, and support data visualizations .Ensure timely submission of accurate reports to management and donors.
  • Document best practices, success stories, case studies, innovations, and lessons learned.
  • Support in organizing project reflection meetings, review workshops, and learning events.

H. Accountability and Community Feedback Mechanism

  •  Support the implementation and strengthening of Community Feedback and Complaint Response Mechanisms (CFRM/FCRM).
  • Monitor beneficiary satisfaction and accountability commitments.
  • Support the analysis of community feedback and contribute to recommendations for improving project implementation. Promote community participation, transparency, and accountability during monitoring and field activities. Promote transparency, inclusion, and accountability throughout project implementation.
  • Build the capacity of project staff, volunteers, partners, and community structures on MERL concepts, tools, and methodologies.

J. Coordination and Stakeholder Engagement

  •  Coordinate closely with programme, finance, safeguarding, sponsorship, and technical teams to ensure effective programme monitoring and reporting.
  • Liaise with local governments, schools, health facilities, community organizations, and other stakeholders on MERL activities.
  • Support donor monitoring missions, joint monitoring visits, evaluations, and audits.
  • Represent KIDS in MERL-related meetings, workshops, and technical forums as assigned.

K. Compliance, Safeguarding and Organizational Responsibilities

  •  Ensure compliance with KIDS policies, Plan International Nepal guidelines, donor requirements, and Government of Nepal regulations.
  • Adhere to the organization’s Code of Conduct, Child and Youth Safeguarding Policy, Prevention of Sexual Exploitation and Abuse (PSEA) Policy, Data Protection Policy, Anti-Fraud and Anti-Corruption Policy,
    and other organizational standards.
  • Maintain confidentiality of project information and beneficiary data.
  • Promote gender equality, disability inclusion, child protection, and safeguarding in all MERL activities.
  • Perform any other duties assigned by the Project Coordinator and Executive Director that are consistent with the nature of the position.

Qualifications, Experience, Knowledge, and Skills

Education

  • Bachelor’s degree from a recognized university.

Professional Experience

  • Minimum 2 year of relevant experience or program.
  • Experience in developing and implementing MERL frameworks, indicators, monitoring plans, and data collection tools.
  • Hands on experience in data collection, analysis, reporting, and ensuring data quality using digital data collection platforms.
  • Experience in conducting/supporting baseline, endline, assessments, evaluations, and learning activities.
  • Decent experience in preparing donor reports, project progress reports, and evidence-based documentation.

Technical Skills

  • Proficiency in Microsoft Office applications, particularly Word, Excel, and Outlook.
  • Ability to maintain procurement tracking sheets, inventory records, and asset registers.
  • Experience using inventory management systems, procurement software, or ERP systems will be an
    advantage.
  • Good record-keeping, filing, and documentation skills.
  • Ability to prepare procurement reports and maintain accurate procurement and logistics records.

Language Requirements

  • Good written and verbal communication skills in English and Nepali.
  • Ability to prepare procurement correspondence, reports, and official documentation in English.
