Job Description
CAD Jumla is an autonomous, independent, nonprofit making independent, non-governmental organization (NGO) working in areas of promoting human rights and developmental activities. It was established in 2009 AD, by the enthusiastic youths of Jumla; lawyers, social workers, health worker, journalists, human rights activists and intellectuals to facilitate in promoting human rights and continuing developmental activities based on the principle of “for the Karnali people with the Karnali people and by the Karnali people” for establishing just and prosperous Karnali region by acknowledging the adversity and diversity of the region in terms of geographical remoteness, economic hardships, traditional practices and rich flora and fauna. The organization has been working on need based action orientated multi-disciplinary areas through social mobilization especially focusing on human rights, Women Empower, agriculture and School WASH.
CAD Jumla has been implementing the “Empowered Girls, Safe Community project” in partnership with Plan International Nepal. The project will be implemented in Hima, Sinja and Kanakasundari Rural Municipality of Jumla district. The key goal of the project is that all child, adolescent and young (CAY) particularly girls and young women enjoy their rights to live free from child, early and forced marriage (CEFM).
Position: Monitoring and Evaluation (M&E) Officer- One (Only for Female Candidate)
Contract Type: C-SC -7
Duty Station: Based at CAD Jumla field office Sinja Rural Municipality, Jumla (Frequent travel to Hima, Sinja and Kanakasundari Rural Municipalities to project areas)
Job period: Till June 2027 most probably can extend to June 2028
Reports to: Project Coordinator (CAD Nepal & PACE Nepal Jumla)
Technical Reporting: Executive Director (CAD Nepal), Executive Director (PACE Nepal) and MERL Focal Person, Plan International Nepal

1. Job Summary: The Monitoring & Evaluation (M&E) Officer is responsible for establishing and strengthening the project Monitoring, Evaluation, Accountability and Learning (MEAL) system across both consortium partners (CAD Nepal and PACE Nepal). The position will ensure high-quality data management, monitoring, documentation, reporting, accountability mechanisms, learning processes and evidence generation for all project interventions related to Child Protection, Child Sponsorship, Livelihood, Disaster Risk Reduction (DRR), Youth Empowerment and Gender Equality.
The MEL Officer will work closely with both consortium organizations to ensure standardized monitoring systems, quality reporting and effective utilization of project evidence for decision-making.
2. Key responsibility and tasks
A. Compliance to policies, rules/regulations and guidelines
Adhere policies, rules & regulations and guidelines of CAD Nepal, PACE Nepal and Plan International Nepal including safeguarding children and program participants.
B. Monitoring Evaluation and Learning (MERL) System and Support
Ensure the proper implementation of the Result-Based M&E framework and Log Frame; orient field staff and project team on adherence to these frameworks.
Develop and maintain project monitoring systems for both CAD Nepal and PACE Nepal, ensuring consistency of monitoring tools across consortium partners.
Ensure all monitoring tools are GESI responsive (meaning they are designed to disaggregate data by sex, age, people/children with disability, ethnicity and geography)Support district-based staff conducting baseline, Annual Data Collection, End-Line studies, in house assessment, Child Marriage Prevalence Survey and Knowledge, Attitude, and Practice (KAP) surveys.
Provide technical inputs to ensure survey and methodologies are inclusive (e.g. accessible formats for persons with disability, safe space for women etc.
C. Data Management, Quality Assurance & Reporting
Track progress against project outputs, outcomes, and indicators.
Collect routine project data, compile, and review to ensure quality deliverables.
Analyze monthly, semiannual, and annual coverage/people reached (focusing on Sponsored Children and marginalized groups).
Disaggregate all qualitative data and conduct qualitative analysis to measure how project interventions are affecting women, men, boys, girls, Dalit, and persons with dasibilties.
Prepare Monthly MEL reports and support the Project Coordinator in preparing periodic progress reports and database reports for Plan International Nepal.
Support PCs to highlight GESI related achievement, barriers, and adaptive measure in all narrative reports.
Ensure the quality and confidentiality of all project data and information. Ensure that data handling practice protect vulnerable respondents from stigma or harm, particularly when collecting sensitive or protection related data.
