About the project
About the project: The UDAAN (Unleashing Digital Acceleration and Ambition of Nepali Youth) project, led by Youth Innovation Lab together with Heifer Project Nepal, NAAMII, and Women In Animation and supported by the European Union, is a nationwide initiative aimed at empowering young women and men across Nepal with the skills, opportunities, and resources needed to thrive in the digital economy.
Implemented over four years, the project focuses on advancing digital literacy, fostering innovation and entrepreneurship, and creating pathways to employment through training programs in AI, coding, and creative technologies, as well as internships, fellowships, and innovation hubs in partnership with local governments, academic institutions, and the private sector.
With a strong commitment to gender equality and social inclusion, UDAAN prioritizes marginalized and underrepresented youth, contributing to a more inclusive, resilient, and future-ready workforce in Nepal. The action is implemented through four interconnected components:
PATHSHALA – Digital Skills Development: Builds future-ready digital skills through AI, Coding, and Animation schools. Using tiered, hybrid learning, it prepares young Nepali women and men for jobs, innovation, and entrepreneurship in the digital economy.
KARYASHALA – Innovation and Experimentation: Transforms youth skills into real-world digital solutions through hackathons and bootcamps. It nurtures innovation with mentorship and incubation, turning ideas into scalable impact.
KARMASHALA – Employment and Career Pathways: Connects young Nepali youth to real-world work experience through internships and fellowships. It bridges skills to careers by placing youth in government and private sector roles, building employability and professional confidence.
NITISHALA – Policy and System Strengthening: Strengthens youth participation in digital governance through policy dialogues, innovation hubs, and civic engagement. It bridges youth, communities, and local governments to institutionalize inclusive and sustainable digital transformation.
Job Description
The Communication and Outreach Officer will lead the design and implementation of integrated communication, outreach, and engagement strategies for the UDAAN project.
The role will focus on increasing awareness, driving enrollment, strengthening stakeholder engagement, and amplifying the project’s visibility and impact through strategic communication, storytelling, and creative engagement initiatives, including podcast production and large-scale youth engagement events such as the Creator’s Carnival.
Required Qualifications & Experience
Bachelor’s degree in Communications, Media, Marketing, Development Studies, or related field
2–4 years of relevant experience in communication, outreach, or digital marketing
Experience managing digital campaigns and content creation
Experience working with youth programs or development projects (preferred)
Experience in donor-funded projects is an advantage
Excellent communication, coordination, and reporting skills
Skills & Competencies
Strong writing, storytelling, and content development skills
Digital marketing and social media management
Graphic design and multimedia skills (e.g., Canva, Adobe tools)
Ability to simplify complex/technical concepts for wider audiences
Experience in podcast production, storytelling, or multimedia content creation
Experience in event design and youth engagement campaigns
Strong coordination and interpersonal skills
Analytical skills for tracking communication performance
Commitment to gender equality and social inclusion (GESI)
Excellent written and spoken English and Nepali
Key Responsibilities
1. Communication Strategy & Campaign Management
Develop and implement a comprehensive communication and outreach strategy aligned with project goals
Design and execute targeted campaigns for different audiences (youth, institutions, partners)
Ensure compliance with EU visibility and branding guidelines
Align communication efforts with program milestones and enrollment targets
2. Outreach & Participation Mobilization
Lead nationwide outreach strategies to ensure inclusive participation
Engage with schools, colleges, youth networks, CSOs, and local governments
Organize orientation sessions, info campaigns, and enrollment drives
Ensure strong participation of women, rural youth, and marginalized communities
3. Content Development & Digital Communication
Manage digital platforms and social media campaigns
Develop high-quality content, including:
Social media posts and campaigns
Blogs, newsletters, and knowledge products
Success stories and testimonials
Multimedia content (graphics, videos, reels)
Translate technical program content into accessible, youth-friendly messaging
4. Creative Engagement & Storytelling Initiatives
Lead the design and implementation of a UDAAN podcast series, including:
Content planning and thematic development
Coordination with speakers, youth, and experts
Oversight of production, editing, and dissemination
Develop storytelling formats to showcase youth journeys, innovation, and impact
Use creative media to enhance engagement and learning across project components
5. Events & Flagship Engagements
Lead the planning and execution of outreach and engagement events, including the Creator’s Carnival
Design event concepts aligned with youth engagement and digital innovation goals
Coordinate logistics, partners, communication, and visibility for events
Ensure inclusive participation and strong audience engagement
6. Media & Stakeholder Engagement
Build and manage relationships with media, influencers, and partner organizations
Coordinate press releases, media coverage, and public communication
Strengthen partnerships to expand outreach and visibility
7. Documentation, Learning & Reporting
Ensure high-quality documentation of activities through photos, videos, and stories
Track communication performance (reach, engagement, conversions)
Monitor outreach effectiveness and enrollment trends
Prepare reports aligned with project MEL systems
Use insights to continuously improve communication strategies
Key Deliverables
UDAAN communication and outreach strategy prepared within the first month and approved by the Project Lead.
Monthly content and campaign calendar prepared and implemented.
Monthly digital/social media performance report prepared, including reach, engagement, and enrollment-related insights.
Outreach and event communication plans and reports prepared for major activities, including the Creator’s Carnival.
Stories, blogs, testimonials, photos, videos, and multimedia products developed with proper consent, GESI sensitivity, and branding compliance.
Reporting Line
The Communication and Outreach Officer will report to the Project Lead and work closely with program, technical, MEL, communications, and consortium teams. The Officer will provide regular updates through weekly coordination meetings, monthly communication performance reports, and campaign/event debriefs as required.
