- Minimum Bachelor's degree in social science, public health, development studies, or related subjects.
Knowledge and Experience
- Proven success in designing, implementing and operating project M&E systems from project initiation to closeout stages.
- Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and/performance monitoring plans.
- Knowledge of the major evaluation methodologies (e.g., qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
- Experience in planning and managing surveys, developing and refining data collection tools.
- Experience with data quality assessments and oversight.
- Experience managing and providing ongoing training on M&E.
- Ability to facilitate and serve as a project liaison for externally-managed evaluations.
- Strong team coordination, listening, consensus-building skills, and learning attitude.
- Good command over English and Nepali (written and spoken) is required.
- Knowledge and experience of using data collection and statistical software including MS Excel, SPSS, and preferable KoBo Tool Box and other similar programs.
Job Description
- Support Project Coordinator in the development and implementation of an M&E system for HRDC including its implemented project and oversee routine program monitoring activities;
- Ensure the quality and relevance of the project’s monitoring and evaluation design;
- Utilize the Collaborative, Learning, and Adapting Approach to continually assess project progress and inform project management decision-making;
- Develop M&E framework, tools, formats, and establish M&E systems for delegation’s projects. Ensures monitoring and reporting tools are used correctly during the implementation phase and provides support during data collection and analysis activities;
- Help the Project Coordinator plan, prepare, and organize routine monitoring activities and special monitoring projects;
- Develop and track progress on indicators and baselines for the effective implementation of the project;
- Ensure the quality of M&E related data to be collected throughout the program implementation;
- Document results of the M&E system and produce monthly and periodic reports required by FOD/HRDC and donor agencies;
- Train staff in data collection methodology and the M&E system, in general;
- Ensure proper documentation of (soft and hard copies) of tools, reports, data, manuals, guidelines, media reports, visibility items, agreements, MoUs, lesson learned, best practices, and any other relevant documents;
- Ensure proper integration of GESI aspects into sector-specific program planning and implementation working closely with HRDC's GESI team;
- Work under the guidance of the Project Coordinator to provide feedback on planned activities to the implementation team to move towards achieving the targeted output, outcome and result;
- Ensure compliance with FOD/HRDC and Donors guidelines, policies, regulations, and procedures for monitoring and evaluation.
