Job Title : District Lead
Department : Programme
Location : Humla, Gulmi
Central Office: Kathmandu
Reports to : Programme Manager
Duration : Fixed term until December 2026 with the possibility of extension, subject to satisfactory performance and the availability of funding
Work closely with : Different departments – Construction, Fellowship, Finance, Procurement and Human Resource 

ROLE SUMMARY

The District Lead is responsible for improving education quality in UWS schools at the district level by working closely with government officials, teachers, and communities to ensure all programme activities
align with UWS Nepal standards. The position holder will coordinate with stakeholders for school construction, ensure smooth implementation of education programmes, coordinate teacher training, and support procurement processes. TheDistrict Lead reviews and approves expenses within their authority and ensures timely submission of documents to the Finance team. In addition, the position holder handles administrative tasks, leads and supervises the district team, and supports HR functions such as developing  descriptions, setting KPIs, and conducting staff performance appraisals with support from the HR Team.

KEY RESPONSIBILITIES

1. Programme Implementation and Quality Assurance [40%]

  • Lead and oversee implementation of all UWS Nepal programmes in the district, ensuring alignment with organizational strategy, annual plans, and quality standards; monitor progress and troubleshoot implementation challenges.
  • Provide regular, accurate updates on programme progress, achievements, and challenges to the Senior Education Manager and Executive Director, and promote evidence-based, continuous
    improvement.
  • Lead design and delivery of teacher professional development (pre-service and in-service training), ensuring content is practical, context-sensitive, and aligned with national education priorities; adapt/translate training materials as needed.
  • Mentor and coach Education Officers (EOs), School Mobilizers (SMs), and teachers to strengthen facilitation, classroom practice, and community engagement skills; facilitate peer-learning and
    lesson-sharing among teachers.
  • Track trainer schedules and quarterly training deadlines; monitor classroom practices and schoollevel interventions that contribute to improved student learning outcomes.
  • Maintain accurate records of programme activities, training, and monitoring visits, and use data/feedback to inform decision-making, document lessons learned and refine programme approaches.
  • Monitor school construction progress; coordinate with relevant departments to ensure the timely delivery and stockpiling of construction materials.

2. Government and Stakeholder Engagement [30%]

  • Build and maintain strong working relationships with local government Education Units and other stakeholders to ensure programme alignment with local, provincial, and federal education priorities.
  • Represent UWS Nepal in district-level meetings and coordination forums, in close coordination with the UWS Nepal Board.
  • Strengthen collaboration with School Management Committees (SMCs), Parent-Teacher Associations (PTAs), school leaders, and communities to secure partnerships and support programme continuity and sustainability.
  • Engage local government bodies on school construction, repair, and maintenance activities, and coordinate with other UWS Nepal departments to ensure joined-up engagement with local government.
  • Coordinate and monitor school construction, renovation, repair, and maintenance projects to ensure quality, timely completion, and compliance with approved standards, budgets, and timelines.
  • Ensure infrastructure projects meet safety, inclusivity, accessibility, disaster resilience, and environmental standards while maintaining proper documentation and project handover.

3. Financial and Human Resource Leadership (20%)

  • Support preparation of District budgets and work plans; monitor periodic expenditure against approved budgets, providing justification for variances and ensuring alignment with programmematic
    progress.
  • Review and approve expenditures submitted by Field Teams within delegated authority, escalate items beyond threshold, and ensure submissions are supported by adequate, compliant documentation.
  • Support the Finance Team in organizing financial records and supporting documents for review and audit purposes and help identify and flag financial risks.
  • Oversee timely submission and approval of Field Staff leave records and timesheets, providing day-today HR support with the field-based HR focal person.
  • Lead the district team in HR management process annual goal setting, KPIs, timely performance appraisals, and updating job descriptions fostering an inclusive, accountable, performance-oriented
    work culture.

4. Child Protection and Safeguarding [10%]

  • Serve as the District Child Protection and Safeguarding (CPS) Focal Person, escalating any CPS concerns to the National CPS Lead within 24 hours.
  • Ensure CPS policies, procedures, and standards are understood, implemented, and monitored across all district operations, and promote a culture of safeguarding, accountability, and respect among staff,
    schools, and partners.
  • Coordinate and facilitate CPS training for EOs, SM, and Fellows, and monitor safeguarding risks linked to programme, training, construction, and recruitment activities.
  • Support responses to concerns and follow-up monitoring at the direction of the National CPS Lead, and maintain secure, confidential CPS documentation and records.

EXPERIENCE, KNOWLEDGE AND COMPETENCIES

  • Bachelor’s degree in Education, Development Studies, Social Sciences, Public Administration, or a related field(s)
  • Minimum 5 years of relevant professional experience, including at least 2 years in a leadership, supervisory, or district-level coordination role.
  • Experience of Managing construction projects will be strong advantage.
  • Demonstrated experience in education programme implementation, teacher professional development, school improvement, or community-based development initiatives.
  • Strong understanding of Nepal’s education system, local governance structures, and community engagement approaches, with proven experience working with local governments, SMCs, PTAs, and
    community stakeholders.
  • Experience in team leadership, staff supervision, coaching, performance management, and capacity development.
  • Working knowledge of budgeting, expenditure management, financial compliance, and operational administration.
  • Understanding of child protection and safeguarding principles and organizational accountability mechanisms.
  • Excellent communication, facilitation, negotiation, and stakeholder management skills, with strong report writing and problem-solving abilities.
  • Proficiency in Microsoft Office applications and digital reporting tools; fluency in both Nepali and English.
  • Willingness and ability to travel extensively within the district, including remote and hard-to-reachareas. Possession of a valid two-wheeler driving license will be an added advantage
