Job Description
Position Overview
The Programs Officer is responsible for strengthening Community Based Organization (CBO), managing cooperative initiatives, self-help groups, and federations supported by TLMN. The role ensures inclusive community development by promoting disability inclusion, gender equality, social inclusion, and climate resilience, while enhancing the socio-economic status of vulnerable groups for a dignified and sustainable livelihood.
Key Task & Responsibilities
Lead and support the effective management and strengthening of cooperatives supported by TLMN to ensure sustainability and good governance of local Community Based Organization (CBO).
Facilitate the development and strengthening of partnerships with local stakeholders, government bodies, NGOs, and community groups.
Provide technical leadership and coordination for federations supported by TLMN, ensuring effective functioning and capacity development.
Support and empower self-help groups (SHGs) to improve their socio-economic conditions and promote dignified livelihoods.
Promote inclusive practices by integrating disability inclusion, gender equality, and social inclusion principles into all program activities.
Support community awareness and engagement on disability rights, inclusion, and equal participation.
Integrate climate change adaptation, disaster risk reduction, and preparedness measures into community-level interventions.
Facilitate capacity-building activities, training, and mentoring for cooperatives, SHGs, and partner organizations.
Develop concept notes, project proposals, and program plans aligned with organizational and donor priorities.
Ensure proper documentation, record-keeping, and filing of all program-related activities for reporting and audit purposes.
Prepare timely and accurate reports (monthly, quarterly, and annual) on program progress, outcomes, and impacts.
Conduct regular field visits to monitor activities, provide technical support, and ensure effective implementation.
Support data collection, management, and analysis to inform program planning and reporting.
Coordinate with internal teams and partners to ensure alignment and integration of program activities.
Advocate for inclusive policies and practices at community and institutional level.
Facilitate linkages between cooperatives, SHGs, and financial institutions or markets.
Ensure compliance with TLMN policies, donor requirements, and safeguarding standards.
Perform any other duties as assigned by the reporting manager.
Qualifications and Experience
Bachelor’s degree in Development studies, Rural Development, or a related field. Master’s Preferred
Minimum of 5 years of relevant experience in community development, cooperative management, or inclusive development programs.
Experience working with cooperatives, self-help groups, or community-based organizations is preferred.
Willingness and ability to travel frequently to field locations.
Technical Competencies
Knowledge and experience in cooperative management and governance
Understanding of disability inclusion, gender equality, and social inclusion (GESI)
Familiarity with adaptation of climate change, disaster risk management, and resilience-building
Skills in partnership development and stakeholder coordination
Experience in proposal writing, concept note development, and reporting
Data management, monitoring, and documentation skills
