The primary responsibility of the post holder is to lead the MEAL component in the Adolescent Maternal and Neonatal Health (MNH) project to be managed by Surkhet Field Office (SFO). The MEAL Coordinator will be responsible to ensure relevant SC’s MEAL framework including knowledge management systems are operating in the project. Similarly, the position holder will also provide technical leadership to conduct baseline, midterm and final evaluation and periodical indicator survey of the Adolescent Maternal and Neonatal Health project as well as for other assigned projects. The post holder will be responsible in the development and implementation of MEAL plan and to manage information/data and update it on regular basis. The position holder will be responsible to ensure compliance with the country as well as SCI global reporting requirements for Adolescent Maternal and Neonatal Health project. Similarly, the position holder will be responsible to develop PNGOs staff’s capacity on MEAL functions.
Besides the MNH Project, the position holder will also assist the Senior MEAL Coordinator for effective operation of MEAL functions in SFO. The position holder will also act as the focal person of assigned projects in the field office.
Scope Of Role
Reports to: Senior MEAL Coordinator; and for Adolescent Maternal and Neonatal Health project related tasks, the position holder will work closely and report to the Technical Manager-Health and Nutrition, SFO.

Program Design
KEY AREAS OF ACCOUNTABILITY:
- Take lead in conducting situation analysis as per requirements of the project.
- Review project log-frame/result frameworks and provide technical inputs.
- Lead the development and implementation of MEAL plan of project in consultation with the Technical Manager-Health and Nutrition, SFO.
- Take a lead in project baseline studies and evaluations.
- Prepare Terms of Reference (ToR) for baseline, mid-term, final evaluation and operational research of projects.
- Lead to design study including sampling frame, methodology and data collection tools.
- Ensure and support to conduct annual indicator surveys of the projects periodically.
- Support project team in developing/ updating quality benchmarks.
- Conduct periodic program monitoring visits against quality benchmarks and provide feedback to the program team.
- Regularly review and update relevant adolescent maternal and neonatal health data from project area through DHIS2 to track the progress.
- Follow up with project team for implementing agreed action plan developed after monitoring.
- Provide technical support and guidance to program team in planning, monitoring and reporting.
- Engage with project staff to collect case studies/success stories of different projects.
- Provide technical guidance in conducting annual indicator surveys (including sampling, data analysis and reporting).
- Develop/review monitoring checklist and tool of project activities.
- Lead in QBs monitoring and digitalization of assigned projects.
- Support project team for quality reporting, documentation and case story collection.
- Support Senor MEAL Coordinator for SWC reporting, total reach, POT, PRIME, IPPT, indicators survey and annual/donor reporting.
- Review and provide inputs in developing and updating information and database on PRIME, and OPMIS.
- Develop and maintain sectoral database on beneficiary coverage (total reach) and share with team on a regular basis (Monthly, quarterly, annually).
- Review and conduct preliminary analysis of the data reported by partners and provide timely feedback as required.
- Provide inputs in development and lead the implementation of MERL plan
- Provide inputs in strengthening accountability mechanism in the assigned projects.
- Support in establishing Feedback Reporting Mechanism (FRM) system at municipality and PNGOs office.
- Provide regular support to project team in the areas of accountability, e.g. information sharing and feedback reporting mechanism.
- Review monthly accountability report and coordinate with project teams to ensure feedback and queries are responded on timely manner.
- Coordinate in preparing Terms of Reference (ToR) for conducting mid-term and final evaluation of project.
- Coordinate to conduct project evaluation and ensure evaluation reports are produced as per agreed standards (SCI quality criteria).
- Create learning sharing platform in Field Office to share findings and learning of projects.
- Identify learning agendas in coordination with project and field office team.
- Conduct action research in field, based on learning agenda.
- Represent SC within district, province, national and international forum as per need and as assigned by Line Manager
- Lead the MEAL component of Adolescent MNH Project and work closely with the counterpart of SC US and Sr. MEAL Coordinator at SFO.
- Coordinate with MEAL colleagues within field office and program operation.
- Ensure PNGOs staff are familiar with SCI MEAL system.
- Provide capacity building support to PNGO MEAL staff.
- Provide MEAL support during emergency.
- Supports Save the Children’s dual mandate of development programs in emergency
- Support field office on the tasks/ responsibility given by Supervisor when required.
- Master’s in public health, Statistics or related field with 3 years (2 years for GEDSI group) of experience in monitoring and evaluation and/or research experience in adolescent maternal and neonatal health preferably at INGOs or Bachelor’s in Public Health with 5 years of (3 years for GEDSI group) experience in monitoring and evaluation. Research experience in adolescent maternal and neonatal health preferably at INGOs. Experience of developing MIS with good report writing skill will be an added advantage
- Project management, monitoring, evaluation and data management skills.
- High degree of taking initiatives and has ability to work independently.
- Familiarity with government’s DHIS2 system.
