Job Description

The Finance & Accounts Manager is responsible for leading and managing the overall financial operations of LA Décor New Materials Technology Pvt. Ltd., ensuring effective financial planning, accounting, compliance, internal controls, risk management, and reporting. The role oversees import, export, customs clearance, VAT & customs refund, costing (manufacturing & overhead), LC management, audit, tax planning, budgeting, and financial compliance with all relevant acts, regulations, and SEZ requirements.

This position ensures the company’s financial stability, supports strategic decision-making, and provides timely/accurate financial insights to the CEO and Board of Directors.

Key Responsibilities

Financial Planning, Budgeting & Reporting

  • Prepare annual business plans, budgets, and financial forecasts.
  • Monitor budget performance, variance analysis, and recommend corrective measures.
  • Develop financial dashboards, MIS reports, cost-benefit analysis, and profitability statements.
  • Present monthly, quarterly, and annual financial performance to the CEO and Board.

Accounting & Financial Management

  • Oversee all accounting operations including A/P, A/R, general ledger, fixed assets, payroll, bank reconciliation.
  • Ensure timely preparation of financial statements per Nepal Accounting Standards and IFRS/NFRS (as applicable).
  • Maintain accurate books of accounts in compliance with Income Tax Act, VAT Act, and SEZ regulations.
  • Supervise cash flow planning, fund availability, and treasury operations.

Import, Export & Customs Management

  • Manage all documentation and procedures for import of raw materials, machinery, equipment and export of finished goods.
  • Coordinate with customs agents, logistics providers, clearing agents, SEZ authorities, customs offices.
  • Ensure compliance with customs valuation, HS codes, CO, BOE, export declarations, duty structures.
  • Oversee customs clearance, customs duty rebate, VAT refund, and export incentives.
  • Maintain accurate landed cost (Cost of Lading) calculations.

Banking, LC & Treasury

  • Manage LC preparation, amendment, negotiation, and settlement with banks.
  • Handle foreign currency payment schedules, TT/LC margin management, banking documentation.
  • Monitor exchange rates and assess forex risks and hedging needs.
  • Maintain relationships with banks and financial institutions for fund transfer, corporate pay, credit facilities etc.

Costing, Manufacturing Cost & Profitability Analysis

  • Develop and maintain detailed product costing models (PVC wall panels, doors, flooring etc.).
  • Analyze manufacturing cost, overhead allocation, variable and fixed cost, cost absorption, conversion cost.
  • Compute landed cost, margin structure, pricing strategies, and profitability for domestic and export markets.
  • Conduct BEP analysis, risk assessments, variance analysis (material/labor/overhead), and projected profit/loss.

Taxation, Audit & Compliance

  • Ensure full compliance with Income Tax Act, VAT Act, Customs Act, SEZ Rules, Labor Act, and all applicable regulations.
  • Prepare and file VAT returns, TDS returns, excise/customs-related financial filings, and annual tax submissions.
  • Coordinate with internal and external auditors, customs auditors, tax officers.
  • Maintain updated tax planning strategies to optimize revenue and avoid penalties.
  • Lead audit defense for tax, VAT, custom, SEZ monitoring audits.

Internal Control & Risk Management

  • Develop internal control systems and financial SOPs.
  • Identify financial risks and implement mitigation strategies.
  • Ensure proper authorization mechanisms for procurement, payments, and financial approvals.
  • Establish strong inventory control and asset management systems (stock, raw material, WIP, finished goods).
  • Implement cost control strategies, expense tracking, and suggest savings or improvements.

Procurement Oversight & Compliance

  • Coordinate with procurement team to ensure cost-effective, compliant, and transparent procurement processes.
  • Verify procurement contracts, quotations, LCs, vendor payments, delivery schedules.
  • Support supply chain costing and vendor evaluation.

SEZ Compliance & Government Liaison

  • Maintain strong relationship with stakeholders to facilitate smooth operations.
  • Ensure timely compliance with SEZ Act, SEZ Authority reporting, customs & tax procedures.

Liaise with:

  • SEZ Office
  • Customs Office
  • Inland Revenue Department (IRD)
  • Department of Industry
  • Banks and Donor Agencies (if applicable)
  • Local government offices

Team Leadership & Capacity Building

  • Lead, manage, and supervise the Finance, Accounts, and Billing teams.
  • Conduct performance evaluations, capacity-building training, and team development.
  • Promote a culture of discipline, accountability, integrity, and continuous improvement.

Others

  • Implement, monitor, and update internal financial controls, standard operating procedures, and budgeting mechanisms.
  • Design and execute financial policies that support sustainable growth and strategic decision-making.
  • Plan and manage cash flow, fund utilization, and ensure timely payments for statutory obligations.
  • Provide financial insight and projections to support decision-making at the executive level.
  • Ensure all financial systems and processes are aligned and integrated for efficient workflow.
  • Manage team members across accounting, audit, billing, and budgeting functions.
  • Handle multi-company transactions within the group and ensure legal and financial separation and transparency where required.
  • Coordinate with HR, Admin, and Procurement on financial controls and expense monitoring.
  • Train and up-skill finance staff and encourage a disciplined, ethical, and future-focused working culture
  • Confidentiality of financial data is mandatory.
  • Other relevant tasks as assigned by supervisor
Job Specification
  • Master’s degree in finance, Accounting, MBA, MBS, or equivalent or Professional certifications (CA, ACCA, CPA).
  • Minimum 10 years of experience in finance and accounts, preferably in manufacturing, import/export, or industrial operations.
  • Experience with SEZ operations, customs clearance, LC handling, and costing is highly desirable.
  • Strong knowledge of Nepal Accounting Standards, IFRS, Income Tax Act, VAT Act, Customs Act, SEZ Regulations.
  • Expertise in costing, LC, banking, audit, tax planning, and compliance.
  • Strong analytical, forecasting, and financial modeling skills.
  • Excellent leadership, communication, negotiation, and stakeholder management.
  • Proficiency in accounting software (Tally, ERP systems) and MS Excel.
  • Ability to handle pressure, multi-task, and meet deadlines.
  • Personality that reflects professionalism and discipline
  • License holder both: two-wheeler and four-wheeler
