Job Description

The International Maize and Wheat Improvement Centre (CIMMYT) works throughout the developing world to improve livelihoods and foster more productive, sustainable maize and wheat farming systems. Our portfolio squarely targets critical challenges, including food insecurity and malnutrition, climate change and environmental degradation.

Through collaborative research, partnerships, and training, the center helps to build and strengthen a new generation of national agricultural research and extension services in maize- and wheat-growing nations. As a member of the CGIAR System composed of 15 agricultural research centers, CIMMYT leads the CGIAR Research Programs on Maize and Wheat, which align and add value to the efforts of more than 500 partners.

 The Nepal Seed and Fertilizer Project (NSAF) funded by the United States Agency for International Development (USAID) is being implemented by the International Maize and Wheat Improvement Centre (CIMMYT). The Agriculture Development Strategy (ADS) and the Seed Vision of the Government of Nepal (GoN) emphasizes on commercial agriculture and vibrant seed systems. Access to quality seed is key to improve agricultural productivity in Nepal. NSAF is in the process of developing a digitally enabled seed system (DESS). The DESS will support government policies and make operations more insight driven and efficient by improving the visibility of all stages of the seed distribution system. It will support all users through the use of intuitive interfaces, that work on a range of devices including mobile and operate effectively in low-bandwidth situations. A rich dataset can be queried and compared in real-time using innovative interfaces, and offer a powerful reporting tools. Accurate data entry will be easy to perform, and the backend system will be scalable and flexible to meet an ever expanding database.

 

Job Specification

The DESS consists of 2 high-level systems: Digital Seed Catalog, and Smart Seed Balance Sheet. The project will require the design and implementation of front-end mobile-friendly interfaces, conversion and importing of historical data to a scalable database solution, linking (APIs) to other systems where appropriate and acceptable, as well as generating graphically rich reports.

 Key functions of these systems will include:

  • Allow easy input of seed variety data, and supply and demand, through bulk import or manual entry
  • Present comprehensible seed variety and seed balances and calculations to a multitude of devices and users
  • Provide accurate search and filtering capabilities, including export functionality
  • Allow for visualization overlaid on a National map
  • Interface with 3rd party systems using APIs
  • Provide language switching capabilities
  • The seed catalog should operate offline

CIMMYT Regional Office in Nepal is inviting prospective Nepali firms to submit proposals for the delivery of a Digital Seed Catalog & Smart Seed Balance Sheet.

Submission of application must include the following documents in their response:

  1. Cover letter stating interest and qualifications
  2. CV(s) of proposed key team members that will implement and see the project to completion
  3. Company description, including capability statement
  4. Technical proposal including system architecture diagrams and granular design details
  5. Detailed project timeline including milestones and critical paths
  6. Financial proposal including deliverables and payment milestones
  7. Evidence of Business Registration
  8. Tax/PAN registration certificate

Vendors who submit the above requirement will be subject to the following evaluation criteria: Technical Approach, Proposed Personnel, Past Experience, Budget.

Vendors who exceed the minimum criteria will be expected to present their pitch during the week starting Monday the 29nd of April 2019 at the CIMMYT office.
