Job Description

Role objective

The primary function of the job holder is to lead and manage capacity development activities with the 40 Local Governments (gaunpalika and nagarpakila) in the KEP working areas. 

Duty Station:  The candidate will be based in Nepalgunj or Surkhet with regular visit to KEP working districts in Karnali and Bajura. He/she will be expected to spend attest 80% of his/her time in the programme districts. 

Key functions

  • Assess and identify capacity needs of Local Governments to deliver KEP at local level;
  • Plan capacity building activities and work with Local Governments to promote social protection outcomes of the KEP;
  • Provide strategic support to Local Governments in developing employment strategies and convergence with other development partner to enhance collaboration to ensuring sustainable employment opportunities to poor and vulnerable;
  • Provide backstopping support to TSKEP team in the district to provide effective support to KEP in the districts;
  • Follow-up and monitor effectiveness of capacity building initiative and report to Team Leader
  • Prepare monthly capacity building workplan (training, coaching, backstopping etc) and provide capacity building support to the districts 
  • Prepare progress against plan, good practices and learning from the capacity building interventions.

Job Specification

Qualifications and Experience

  • Candidates should hold a master’sdegree in economics, political economy, governance or any other related discipline from a recognized institute of higher learning;
  • Candidates should have at least 6+ years of experience on local governance particularly on designing and delivering capacity building interventions;
  • Sound knowledge and skills on developing and delivering training to local government;
  • Prior experiences of working with cash-for-work, or social protection programmes is an asset.
