National Consultancy–National Disaster Risk Reduction/School Safety Consultant

Specific Tasks

In accordance with established UNICEF policies, procedures and practice, the consultant will perform the following duties:

1. Support section to develop the project documents for new PCA /SSFA as applicable, in consultation with the Emergency Unit, field offices and regional consultants to implement the school based DRR planned work in the targeted districts.

•       Develop content and modality to organise DRR Focal Person’s sharing and interaction meeting in the districts for institutional reporting.

•       Review the monitoring format, school monitoring check list and consolidate the information received from the programme implementation districts to feed into the annual report and donor report;

•       Analyse the DRR integration process in the SIP to recommend the sustainable methodology/processes for its replication within the ongoing school level activities.

•       Support for implementation of CCDRR programme components in targeted schools as planned in the MAC Foundation results. (Time require: 4 months)

2. Support section to develop the project documents for new PCA /SSFA as applicable, in consultation with the Emergency Unit, field offices and regional consultants to implement the school based DRR planned work in the targeted districts.

3. Develop Comprehensive School Safety Campaign Plan in coordination with the Government, National level partners, Field offices and Site offices and Education Recovery Unit and provide coordination support for its execution in the regional/district/Sub National level. (2 months)

4. Facilitate the DoE to review and finalize the draft Comprehensive School Safety Implementation Guidelines and dissemination plan. (10 Days)

5. Support section/education specialist to provide technical assistance to plan and execute red book related activities implementing though central level line agencies and DoE. (1 month)

6. Provide technical advice to the SSDP technical working group for systematic incorporation of risk reduction approaches into the monitoring and implementation of ASIP. (1 month)

7. Extend need based technical assistance, on behalf of UNICEF to the technical working group to achieve results for DLI 8 related deliverable for year one. (1 months)

8. Review reports received from the partners and provide inputs for DRR related documents, tool kit and necessary donor reports. (10 days)

9. Technical assistance to the field offices to monitor and follow up with the partners to execute SBDRR activities. Support to carry out review meetings with the local and national stakeholders. (1 months)

10. Participate/contribute in the DRR/School Safety and Cluster related meetings for technical inputs. (10 days)

1st Deliverable by 31 July 2017

Submission of progress report of the consultancy with the following deliverables:

•       Inputs for Project documents, EOI, and other necessary documents for continuation SBDRR programme with the potential partners for PCA /SSFA submission (as applicable) .

•       Guidelines to organize DRR Focal Person’s sharing and interaction meeting.

•       Concept note on Comprehensive School Safety Campaign

2nd Deliverable by 30 September 2017

Submission of progress report of the consultancy with the following deliverables:

•       Inputs for Project documents, EOI, and other necessary documents for continuation SBDRR programme with the potential partners for PCA /SSFA submission (as applicable) .

•       Guidelines to organize DRR Focal Person’s sharing and interaction meeting.

•       Concept note on Comprehensive School Safety Campaign

3rd Deliverable by 30 November 2017

Submission of progress report of the consultancy with the following deliverables:

•       Dissemination strategy of Comprehensive School Safety Guidelines.

•       Progress status of ongoing SBDRR activities in the districts.

•       Guidance note on DRR/CCA interventions in WASH facilities (no of schools reached)

4th Deliverable by 31 January 2018

Submission of progress report of the consultancy with the following deliverables:

•       Analysis report on DRR integration in SIP

•       Technical oversight of one central and two sub national level CSS campaign

•       Inputs on Annual reports, Tool kit and donor report, contingency plan (need based)

5th Deliverable by 31 March 2018

Submission of progress report of the consultancy with the following deliverables:

•       Documentation of good practices, success stories or innovative approaches

•       Technical oversight of one central and two sub national level CSS campaign

•       Report of partner review meetings

5th Deliverable by 30 April 2018

Submission of final report of the consultancy with the following deliverables:

•       Power point presentation of CSS Guidelines for sharing at sub national level

•       Conduction of one central and two sub national level CSS campaign

•       Compiled final reports of the above deliverables.

Minimum Qualifications Required:

Education: 

Advanced university degree in Education or social sciences or discipline relevant to resilience and disaster risk reduction and climate change adaptation;

Work Experience:

At least 5 years’ experience in areas related to disaster risk reduction, school Safety, climate change adaptation/mitigation, emergency preparedness, emergency response or post disaster recovery, experience in the capacity building of partners at national, regional and district level

Previous experience in coordinating education response in emergency situations

Special skills:

Good understanding of Comprehensive School Safety Framework and emergency preparedness and response. Field experience in implementation of DRR work in the central and district level is an asset. Understanding of the project cycle and good project management skills are an advantage.

List any special skills and/or knowledge required: Aware of National/ Global policy and strategy on Disaster Risk Management and Comprehensive School Safety.Competencies:

Demonstrated knowledge and thorough understanding of disaster risk reduction, climate change adaptation, peacebuilding, emergency preparedness, and capacity development;

Strong analytical capacity and ability to quickly comprehend concepts and apply them in operational settings;

Ability to build strong relationships with external actors – cultivate productive relationships with donors, partners and other important institutions and individuals;

Excellent oral and written communication skills;

Ability to develop innovative solutions – encourages and contributes to creative solutions to address challenging situations;

Excellent coordination and communication skills
