Duties

The incumbent oversees the HR section and serves as principal advisor to the Human Resources Officer (HRO) on complex HR management issues, providing operational leadership and comprehensive oversight of HR functions. The incumbent ensures efficient personnel management for Locally Employed (LE) Staff and U.S. Direct-Hire (USDH) employees. The incumbent provides expert guidance on LE Staff compensation, benefits, counseling, discipline, and HR policies to ensure compliance with local labor laws and Department regulations. The incumbent manages key programs including Contracting Officer’s Representative (COR) responsibilities, personnel actions, medical and life insurance plans, awards, training, Special Immigrant Visa (SIV) program, performance management, and position classification requests with the Regional Classification Center (RCC). The incumbent oversees HR services for USDH employees and Eligible Family Members (EFMs). The incumbent maintains personnel records and prepares reports to support leadership decision-making and workforce planning. The incumbent supervises staff to ensure consistent delivery of high-quality HR services.

Requirements:

Qualifications:

Experience: Minimum of five (5) years of experience in human resources management is required. In additional, at least one year of supervisory experience is required.

Education: Bachelor’s degree in human resources management, business administration, management, or public administration is required.

Or

Experience: Minimum of seven (7) years of experience in human resources management is required. In additional, at least one year of supervisory experience is required.

Education: Two years of college studies is required.
