Position: Civil Engineer
Job Description
Overall Purpose of the Job:
The Civil Engineer will play a key role from the initial planning stage to completion of the new Research Building. This includes working closely with the appointed consultant to finalize architectural and structural designs, ensuring compliance with codes and standards, preparing technical documents, and overseeing all construction activities. The role requires strong coordination, technical supervision, cost control, quality monitoring, and effective communication with stakeholders to deliver the project on time, within scope, and within budget.
Key Task and Responsibilities:
Pre Construction & Design Coordination
Work closely with the design consultant from project inception.
Review and provide input on architectural, structural, MEP, and site development designs.
Ensure all designs comply with national Health infrastructure/building codes, local regulations, bylaws, and TLMN requirements.
Coordinate feasibility assessments, preliminary investigations, and site surveys.
Assist in finalizing project specifications, BOQs, and tender documents.
Participate in evaluation of bids and contractor selection.
Project Planning & Mobilization
Develop project implementation plans, work schedules, and resource planning.
Support in obtaining necessary permits and approvals.
Conduct preconstruction site preparation planning.
Identify potential risks and develop mitigation strategies.
Construction Supervision & Site Management
Oversee day-to-day construction activities to ensure compliance with design, quality standards, and safety.
Verify that construction materials and workmanship meet specifications.
Monitor progress at site and maintain updated documentation (daily logs, site memos, inspection reports).
Coordinate with contractors, consultants, suppliers, and other stakeholders.
Ensure proper implementation of safety protocols and regulatory compliance.
Inspect and approve formwork, reinforcement, concrete, and all civil works.
Ensure adequate safety measures for construction staff, neighbours, and logistics during the construction period

Technical & Contract Administration
Administer the Building Contract in accordance with organizational and legal requirements.
Review and verify contractor’s work program, claims, variations, and interim payment applications.
Provide timely technical instructions and clarifications to contractors.
Track project costs, manage changes, and prepare justification for variations.
Ensure that delay events and cost impacts are properly documented.
Maintain impartiality and independent professional judgment between client and contractor.
Coordination With Consultants & Stakeholders
Act as the primary technical liaison between TLMN and design/engineering consultants.
Provide consultants with necessary information for design modifications and site issues.
Attend coordination meetings and prepare meeting minutes.
Facilitate communication between multidisciplinary teams during the construction period.
Reporting & Documentation
Prepare weekly and monthly progress reports for senior management.
Prepare technical reports, compliance reports, and documentation required for donors.
Maintain updated drawings, approvals, and as-built information.
Present financial and physical progress reports to management.
Additional Responsibilities
Conduct regular quality audits and safety inspections.
Support procurement of materials, equipment, and subcontracted works.
Ensure timely completion of milestones and the overall project.
Perform any other duty assigned by the line manager.
Person Specification:
Bachelor’s degree in Civil engineering with at least 5 years of relevant experience (experience in building construction preferred).
Strong experience in design review and coordination with consultants.
Excellent verbal and written communication skills in English and Nepali.
Sound knowledge of building codes, design processes, tendering, and contract administration.
Strong analytical, mathematical, and IT skills.
Proficiency in AutoCAD, Civil 3D, and related engineering software.
Ability to manage complex projects, deadlines, and multiple stakeholders.
Strong problem solving and leadership abilities.
Experience working with contractors and supervising construction sites.
Thorough understanding of relevant legislation and local building standards.
