Key Responsibilities: The Programs Portfolio Advisor- Health & Nutrition is accountable to lead the design and write up of technically sound new (Food Security and Livelihood) programs and concepts/proposals; to develop coherent Monitoring, Evaluation, Accountability and Learning (MEAL) portfolio framework; to provide strategic quality oversight on (H&N) programs portfolio; and to lead sector programs’ external engagement with government, donors, peer local/INGOs and other stakeholders (research, university, think-thank, professional associations, etc) in order to promote the evidence of World Vision’s child-focused (H&N) programs impact; to engage in (H&N) policy formulation or implementation; and to create new funding opportunities for (H&N) programs.

Design technically-sound (Health & Nutrition) programs design and new Health & Nutrition proposals, with coherent MEAL framework, meeting donors, World Vision and Government and sector community of practice standards. This includes, but not limited to:

  • Lead the write up and coordinate new (Health & Nutrition) project (s) design and proposals development, to be funded by any funding sources (grants, PNS, other sources) – in coordination with Programs Development and Quality Director and Resources Development Manager and Specialist(s). 
  • Develop coherent MEAL aligned with WVIN Country Strategy
  • Develop (Health & Nutrition) implementing guidelines for Field Operations team and Partner NGOs
  • Ensure Health & Nutrition project information and key evidences are captured on regular basis, and closely work with MEAL team to generate relevant evidence for programs improvement, proposals development and policy advocacy.

Provide strategic quality oversight of (Health & Nutrition) projects implementation in coordination with MEAL team and Field Operations team, including but not limited to:

  • During quarterly cross-function collaboration meeting, including with Field Technical Specialist, facilitated by Field Operations Department – and using quarterly monitoring information provided by Field Operations, and relevant evidences (assessment, evaluation, research, secondary data) provided by MEAL team – in coordination with Senior MEAL Manager, provide technical and strategic feedback to Field Operations on the quality of Health & Nutrition projects implementation, against Health & Nutrition MEAL portfolio – to support improvement on programs implementation
  • On six monthly basis, in coordination with Senior MEAL Manager and Resources Development Manager, to update sector’s capability statement or other key evidences on sector programs impact
  • Contribute write up to Health & Nutrition project section in the Annual Report, led by Senior MEAL Manager

Lead sector programs’ external engagement with government, donors, peer local/INGOs and other stakeholders (such as research institutes, university, think-tank, professional associations, private sectors, etc), including but not limited to:

  • Meet and maintain regular communication with key technical ministry officials, Health & Nutrition focal points donors organization, and other partners to provide visibility or relevant evidence of WVIN’s child-focused (Health & Nutrition) projects impact (at portfolio level)
  • Co-facilitate WVIN-led learning events with MEAL’s Learning and Accountability Specialists disseminating evidences or learning from WVIN Health & Nutrition sector programs with external stakeholders
  • Write Op-ed/opinion piece in newspaper on relevant Health & Nutrition issues, with support from Communications Manager
  • Maintain regular contacts and promote evidences of WVIN Health & Nutrition projects to World Vision support offices Health & Nutrition focal points; and regional and global Health & Nutrition community of practices
  • Support Programs Development and Quality Director, Resources Development Manager and Specialists, to form strategic partnership or consortiums for joint bid or new Health & Nutrition proposals development

Minimum Qualifications and Experience required: 

  • At least 5 years field experience in Health & Nutrition programming or the equivalent in the headquarters of a major NGO (5-10 years preferred) with a Master’s degree or equivalent in Health & Nutrition or related field.
  • Good writing and analytical skills.
  • Good interpersonal and communication skills, able to communicate technical language to non-specialists with clarity.
  • At least 3 years of team leadership experience and advanced understanding of project cycle and MEAL.
  • Experience in Health & Nutrition proposals development. Good Nepali and English, both in writing and speaking.
