Monitoring, Evaluation and Learning Specialist

  • Develop MEL plan, MEL framework, and necessary tools for the project, update those as required, track the field progress and report on required intervals to the program manager and or executive director.
  •  Develop/adapt and implement an integrated Monitoring, Evaluation, and Learning Plan, including the application of digital Data Collection Tools for measurement against the project indicators and milestones.
  •  Facilitate the project team in project objectives, indicators, and MEL system design and implementation.
  • Collect project data at regular intervals/continuously from the project team and through field visits and maintain up-to-date project database.
  • Carry out data quality assessment through a regular field visit and provide guidance and proper tools for data storage.
  • Design feedback mechanism, facilitate the process with the field team, and document and report the learnings.
  •  Identify and document lessons learned from the project.
  • Design and implement quantitative and qualitative data collection tools as necessary to report the project results.
  • Support the project/program manager in different MEL activities with multi-project support approach.
  • Ensure consistency of the Monitoring & Evaluation (M&E) system and tools to ensure USAID compliance
  • Perform any other MEL-related tasks as needed by the project and PHASE Nepal
  • Extensive work experience in MEL system designing, data collection, information analysis, interpretation, and reporting.
  • Experience in Log Frame and Theory of Change-based project design, implementation, feedback, and reporting.
  • Thorough working knowledge of Microsoft Office Packages, ODK, Kobo, and statistical analysis packages.
  • Experience in conducting research, including primary data collection, analysis, and interpretation, and producing comprehensive reports and/or publications.
  • Experience in working with qualitative and quantitative data analysis and interpretation.
  •  Excellent written and verbal communication skills in Nepali and English languages.

  • Should have at least a Masters’ Degree in any of the discipline such as sociology, economics, agriculture, rural development, development management, statistics, public health, or other related fields.
  • At least 3 years of working experience in similar position in multiyear project after completion of Masters’ degree. Should have excellent written and verbal communication skills in English and Nepali language.
