The Infrastructure Coordinator - is responsible for overall technical guidance for quality implementation of construction related activities related to SDF- Quality Inclusive Early Childhood Development & Basic Education Project such as Construction, renovation, repair and maintenance of ECCD centers along with WASH stations in the school. S/he is responsible to develop capacity of the partners (Partner NGOs and Local government, community-based organization in the field office impact area) in technical parts to support construction through contractual process and community led construction through various approaches including orientation, training, coaching and on-site capacity building. The infrastructure Coordinator is also responsible for ensuring quality delivery of programs at implementing sites ensuring safer programming, child, disable friendly infrastructure by maximizing the impact as per the project goal. Ensure quality monitoring, financial and partnership management of the partners in close consultation with line manager, program teams and support services in districts and field office within BFO. S/he is also responsible for humanitarian response activities specially to support shelter and WASH intervention as and when required.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Key Areas Of Accountability

Ensuring Coordination and Quality of Programs/Projects

  • Assess and locate proposed construction/renovation sites in project areas and make recommendations to the programme management team, based on consultation with communities and local authorities.
  • Provide strategic and clear direction/guidance in planning and budgeting of renovation and construction work in accordance with the guidelines, framework, policies and country strategy plan.
  • Provide strategic guidance to partner organizations in designing cost effective and result oriented program in collaboration with the local government for immediate and long-lasting changes in the lives of children.
  • Ensure and review that the plans and budget submitted by partner organisations are in line with SC’s standard, donor priorities and align with the Government’s national priority plan & policies
  • In coordination with the thematic/sector teams, ensure that Partner organisations conduct effective consultation with the intended beneficiaries and community members and local authorities to identify an appropriate intervention considering needs of different groups (ethnicity, gender, age, and disability), local context, availability of supplies and programme resources, and capacity of beneficiaries.
  • Support in the review and/or elaboration of designs and that the working and detail drawings meet the conditions and specifications drafted in the National building code, commonly applied standards and guidelines for construction related activities of the relevant sectors.
  • Prepare design, Bill of Quantities (BOQ), cost estimate, bidding document, contract document, and work schedule as required.
  • Ensure the design, technology, materials and approaches adopted for the construction and renovation are sustainable, disaster risk resilient and climate resilient.
  • Ensure that the construction plan, project/s documentation consisting of design & drawings, Bill of Quantities, estimation and specifications, are in line with Save the Children construction policy, benchmark standards, and guidelines and country specific Construction SoP.
  • Ensure the standard construction materials, workmanship, functioning of infrastructure and due approval process from line agencies in renovation and construction work.
  • Provide technical support and guidance to the partners as per the requirements in quality and timely delivery of construction works.
  • Ensure construction sites are safe for children and the communities, safer program perspectives are well assessed, and appropriate measures taken to safe construction.
  • Conduct regular assessments to all construction work in the Project area and identify improvements and site protection works to ensure site safety, personal safety of workers and visitors and make safe structures for children.

Project Implementation

  • Ensure that the partner implements the plan & budget as stipulated in the detail implementation plan and phased budget and provide support for recovery plan if required to achieve the result.
  • Ensure adequate managerial and technical support to the partner organisations to implement detail implementation plan and phased budget.
  • Support to prepare/implement the relevant guidelines, information sheet for the construction implementation projects.
  • Ensuring programme accountability through implementation of SC policies and procedures and reporting in line with SC and donor requirements as per request (i.e. disaggregated data of beneficiaries, SOVs, tracker etc.).

Project Review & Monitoring

  • Closely monitor the budget vs. expenses (but without direct budget holding responsibility), tracking every month and ensuring that all expenditures are carried out in line with the assigned estimated budgets and as per SC and donor policies and procedures.
  • Conduct on site budget vs. expenses in partner organisations and provide feedback if required.
  • Proactively monitor the progress against planned activities and results and suggest corrective actions if required for achieving the target results.
  • Timely communicate the information regarding potential risks and deviation and delays of the proposed activities.
  • Ensure the monthly progress update through monthly KPI and construction tracker.
  • Conduct regular field visits with appropriate monitoring and supervising tools and checklists, including discussions with beneficiaries on program effectiveness, and provide feedback and suggestions on improvements.
  • Conduct regular site meetings in appropriate frequency with partner NGO, contractor, community stakeholder and Local government to discuss progress status, develop catchup plan and resolve issues.
  • Conduct regular (monthly) analysis of program implementation and monitor to identify strengths and weaknesses of the project and share the team for appropriate action.
  • Conduct the review of progress made by the partner organizations on quarterly basis and identifies the areas where they need to improve in terms of capacity building, cost efficiency, efficient use of staffs and help them to make necessary changes in their original plans if required.

Project Reporting

  • Ensure that the technical partner staff conducts analytical discussion on project reports before submitting to line managers.
  • Assist line managers to prepare high quality reports as per SC and donor's requirements.
  • Assist line managers to prepare and submit semi-annual and annual reports on time.
  • Set up data base systems at Partner Organizations level and use information from data base to track projects/program progress on monthly basis.
  • Provide regular update reports to the senior and project management team and the Construction Focal Person – CO about the progress of the implementation.
  • Ensure accurate, timely reporting and coordination with government counterparts and other stakeholders on progress, planned activities and impact as required.

Capacity Development of SC, Partners and Stakeholders

  • Strengthen capacity of the partner staffs for quality implementation of construction work of the project through hands on orientation, trainings, coaching, and guidance.
  • Lead, manage and motivate SC & partner staff and make sure they have clear objectives, results and work plans and receive meaningful feedback on their performance regularly.
  • Lead on capacity building of SC and partner staff through coaching, mentoring and training.
  • Ensure “lessons learned in construction” are documented and shared.

Partnership management and Project Compliance

  • Ensure the partner organizations maintains transparency and social audit of construction work.
  • Work closely with local government, partners, and contractors for quality implementation of construction work with the agreed plan and activities.
  • Ensure that the partners comply the organisational policies, GO, SC’ and donor’s requirements in time.
  • Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies.
  • Ensure adequate technical and managerial backstopping to the Partner Organizations to enhance their organizational capacity for better performance.
  • Ensure smooth relationship with Partner Organizations during program/project period maintained.
  • Ensure smooth management of partnership with NGOs, private sector and government line agencies.

Coordination, Collaboration, Communication and networking

  • Maintain regular communication and coordination with relevant team members for quality, and timely accomplishment of the work.
  • Enhance Coordination linkages/networking with government agencies and like minded organisations for effective implementation programs, policy advocacy and sharing of best practices.
  • Maintain close relation with thematic and project focal person and identify areas to work collaboratively to bring synergy.

Representation

  • In coordination with the line manager represent Save the Children at local, district, provincial, national, international levels and humanitarian community when and if required

Occasional Duties

  • Work as and when required fulfilling Save the Children’s dual mandate of development programs as well as being the leader in Emergency preparedness and response for children.

Essential

Qualifications and Experience:

  • Master’s degree in a relevant field with a bachelor's degree in civil, Structural, or Architectural Engineering, along with a minimum of 3 years (2 years for the GSI group) of relevant experience in managing construction projects, including at least 1 year in education-related infrastructure (preferred). Alternatively, a bachelor’s degree in civil, Structural, or Architectural Engineering with at least 5 years (3 years for the GSI group) of experience in managing construction projects, including at least 1 year in education-related infrastructure (preferred).
  • Fluency in both spoken and written English and Nepali, good report writer.
  • Knowledge of National construction laws, regulations and practices

Desireable
