Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Migrants Rights and Decent Work (MiRiDeW) – Phase II project seeks to facilitate, and support is strengthened laws, policies, practices and systems for safe labour migration and access to decent work for Nepali migrant workers. . The project focuses on the supporting the effective implementation of the labour migration framework and the alignment with international labour standards promoted to protect the rights of Nepali migrant workers, with a particular focus on women migrant workers, and strengthen the institutional capacity, accountability, and coordination of all three tiers of government, social partners and other stakeholders in the area of labour migration to ensure safe, orderly and regular migration.. For the purpose, the project will collaborate with number of key actors – government, civil societies and private sectors, with very close collaboration and engagement with the Ministry of Labour, Employment and Social Security and Ministry of Foreign Affairs. To achieve the specified goals, outcomes and outputs, the project will run until mid-2026. Federal Department of Foreign Affairs (FDFA) of the Swiss Confederation through the Embassy of Switzerland in Nepal is financially supporting the project.

Reporting lines

Under the direct supervision of the Director of CO-Kathmandu , the NPC will be responsible for overall implementation of the project. He/she will work closely with the backstopping Sr. Programme Officer, work in close collaboration with other Sr. Programme Officers, Operations Officer and project team of CO-Kathmandu. He/she will coordinate with ILO Experts in Geneva, RO-Bangkok and Decent Work Team in New Delhi.

Description of Duties

  • Review and analyse the evolving landscape of labour migration, government policies and plans especially affecting the flow of migrants in selected destinations and Nepalese mission’s capabilities to deliver services. Review and analyse policies and disaggregated data underpinning such trends and identify interventions that can sustainably contribute to address them.
  • Develop strategies and identify innovative approaches for delivering the project objectives within the country and in specified destination countries. Consult with government counterparts, individual experts to identify appropriate strategies and activities.
  • Periodically report, monitor and facilitate the evaluation of all project’s components according to the project’s document and work plan. Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor.
  • Draft terms of reference for partnership agreements, consultants or service providers; recommend for the selection of appropriate partners and external collaborators; facilitate the contracting process.
  • Provide technical input to government to support strengthening the service delivery of missions abroad with particular focus on the operational guideline, capacity development and the policy documents of regional mechanisms.
  • Monitor progress of project activities with implementing partners-IPs by reviewing, verifying and analysing work-plans, for clarity, consistency and completeness. Identify problems, propose solutions and action and follow-up with IPs to expedite implementation and meet targets. Follow-up on delays, clarify information and data provided, and act as the primary focal point for partners’ enquiries about clearance and processing requirements.
  • Ensure adequate coordination for timely exchange of financial, technical and administrative data with the donor; participate actively in the periodical coordination meeting of the project with concerned actors.
  • Coordinate and liaise with stakeholders, national and non-government organizations in order to facilitate project implementation.
  • Ensure adherence to the ILO rules and regulations for financial and administrative matters and ensure timely fulfilment of all obligations and delivery of expected results of the activities under the project.
  • Take the lead, coordinate and participate in organizing conferences, seminars, workshops, training sessions and meetings. Serve as a resource person to the project’s partners and during conferences, seminars, workshops, training sessions and meetings.
  • Draft in, or translate into, local language(s) news releases, official correspondence, statements and speeches and other public information material.
  • Contribute information (news, project updates) from the project to the various ILO knowledge sharing platforms (ILO website, ILO Kathmandu website, Asia-Pacific Knowledge Sharing Platform)
  • Brief ILO specialists, project staff and consultants, and visiting officials, academics, UN and NGO partners and provide relevant information on project-related matters.
  • Ensure visibility of the project and its donor by using the relevant identifiers on all materials and publications, and at workshops and events.
  • Responsible for the effective administrative management of the project, including guidance and supervision of the personnel assigned to the project.
  • Perform other duties as may be assigned by the Supervisor.

Required qualifications

University degree in economics, social sciences, law, or relevant field with demonstrated expertise in the relevant technical field.

At least three years of experience in project management, supervision, administration and implementation of grant/cooperative agreement requirements in the national level, with thematic emphasis on labour migration. Experience working with Government counterparts will be a significant advantage.

Technical requirements: Sound technical knowledge and experience on labour migration issues, good knowledge on national labour migration policies/laws, regional mechanisms.

Excellent command of English and Nepali languages, both written and spoken.

  • Ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.
  • Ability to lead and work in a team and good interpersonal relations.
  • Ability to train and guide personnel.
  • Ability to work under time pressure and meet deadlines.
  • Ability to work in diversified environments.
  • Proficient in basic computer software (Microsoft Word, PowerPoint, Excel, Adobe Reader) and ability to use other software packages required by the Office
  • Ability to work independently with a minimum of supervision.
