Center for Dalit Women Nepal (CDWN) is a non-governmental organization dedicated in the political, social and economic empowerment of Dalit, women and marginalized groups and it is currently working in 37 districts of 7 provinces in Nepal. CDWN was founded by a group of Dalit women social activists and political leaders in 2016. The organization has been contributing to meet the needs of women and marginalized community and its goal of elimination of all forms of discrimination.

PROJECT BACKGROUND

Center for Dalit Women Nepal in partnership with The Asia Foundation (TAF is implementing the project titled “Fostering Effective and Inclusive Sub-National Governance Phase-2” in seven municipalities of seven provinces. Those municipalities are – Damak, Mithila, Waling, Bhimeswor, Tansen, Birendranagar and Tikapur. The overall goal of the project is to achieve stable, effective and inclusive sub-national governments of Nepal that cater the need of the women, disabled and the marginalized communities.

Hence, CDWN is seeking competent, experienced, committed and dynamic candidate for the following position:

Project Manager – 1

Duty Station: Kathmandu and frequent field visits

Duration: 1 year with possible extension

Job Purpose:

Under the overall guidance and supervision of the Executive Director, the Program Manager will be responsible for the day-to-day strategic direction and supervision of the team to ensure the effective and efficient coordination and management of inputs as well as monitoring the progress of the project toward achievement of program outcomes. The Program Manager will be responsible for maintaining collaborative working relationships among key project partners and donors, through effective communication, consultation and reporting.

Duties and Responsibilities

The Project Manager will have the following duties and responsibilities:

  • Managing and coordinating the implementation of the respective activities based on the relevant project documents, including, as needed, supervision, guidance and mobilization of the project staff, consultants and experts with a view to achieving project results;
  • Developing comprehensive/detailed project work-plans that include all project activities and roles and responsibilities of the stakeholders and setting-out corresponding milestones;
  • Monitoring the progress of implementation of project activities and key event schedules observing the work-plans and set deadlines including monitoring of the financial resources and accounting to ensure accuracy and reliability of financial reports;
  • Mobilizing goods and services to support project activities, including drafting TORs and works/product requirements and specifications;
  • Managing and monitoring project risks initially identified, submitting information on the new risks and possible mitigating measures to the Executive Director for consideration and updating the status of these risks by maintaining a Project Risk Log;
  • Maintaining strong relationships with the relevant partners and donors;
  • Maintaining regular coordination and quality assurance of expert inputs and products as well as among project partners to ensure coherence and complementarity of project activities;
  • Identifying opportunities for deepening the cooperation and recommending adequate approaches to dealing with different stakeholders based on information on all relevant stakeholders gathered during projects’ implementation;
  • Maintaining regular communication on relevant project issues with the local and international counterparties, consultants and experts and ensuring quality and timely delivery of all agreed outputs;
  • Submitting reports to partners and donors in a quality and timely manner;
  • Ensure the principles of gender equality, democratic governance, social inclusion and disaster resilience are effectively reflected in all project activities;
  • Ensure that gender equality is pursued in all project activities and reflected in work plans, budgets, reports, researches, analyses and, where specifically relevant, analyzed in detail;
  • Ensure that accessibility for persons with disabilities is reflected in all project activities;
  • Strive to engage groups and communities in project activities that affect them;
  • Communicate project goals and activities clearly to both stakeholders and the wider public;
  • Perform other duties as required.

Required Skills and Experience

  • Master’s degree in Development Studies, Social Work, Gender Studies, or Social sciences with at least 5 years of work experience in a relevant field;
  • Experience in project management, program/project coordination and monitoring or similar;
  • Knowledge about the federal structure of governance, GEDSI and GRB;
  • Excellent report writing and analytical skills.
  • Ability to multitask and work in a team;
  • Excellent time management skill and ability to work efficiently under pressure;
  • Brilliant presentation and communication skills in both English and Nepali language;
  • Has strong interpersonal, negotiation and networking skills;
  • Consistently approaches work with energy and a positive, constructive attitude;
  • Demonstrates openness to change and ability to manage complexities;
  • Willing and able to travel to the project implementation area extensively;
  • English language proficiency and computer skills are must.

Project Monitoring and Evaluation (M&E) Officer – 1

Duty station: Kathmandu with frequent field visits

Duration: 1 year with possible extension

Job Purpose:

Under the overall guidance of the Executive Director and direct supervision of the Project Manager, the M&E Officer will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.

The M&E Officer will be responsible for designing and implementing the M&E activities of the Project; assisting the Project Manager in preparing Quarterly/Annual reports on project progress and will monitor the project activities on a regular basis, developing and maintaining the MIS of the Project and will be responsible for the collection & analysis of different data in relation to the project activities. The M&E Officer works in close collaboration with work closely with project team.

Duties and Responsibilities:

The Monitoring and Evaluation Officer will have the following duties and responsibilities:

  • Work closely with Program Manager in the overall implementation of the project related activities
  • Support the Field Officers in liaising and managing relationships and contracts with the stakeholders at the palika level and other partner
  • Coordinate and organize weekly meetings with the Field Officers to collect weekly program updates and plans.
  • Brainstorm ideas for planning, implementing, coordinating, and overall project management
  • Maintain database, records for case studies, photos, and other data for project planning and documentation
  • Prepare quarterly narrative report and coordinate with the finance officer for the quarterly finance report.
  • Work closely with the team to share information and prepare and support implementation on time and document the events accordingly
  • Monitor and evaluate overall progress towards achieving the project output
  • Develop and strengthen monitoring, inspection and evaluation procedures
  • Suggest strategies to the program manager for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks
  • Support in preparing monthly, quarterly, half-yearly and annual progress reports on all project activities and submit to the program manager and ultimately to the Executive Director
  • Facilitate the program department in documentation of relevant documents and concept notes
  • Coordinate with the mentors of the mentorship program for mentorship schedule, sessions, module and impact.
  • Take field visits to the program locations for monitoring the program and also coordinating with the municipal representatives, officials, committee members, and other stakeholders.
  • Prepare briefs for social media to share on CDWN’s social media in coordination with the Program Manager at CDWN and Program focal at The Asia Foundation.
  • Perform other duties as required.

Required Skills and Experience

  • Master’s degree in Development Studies, Social Work, Demography, Gender Studies, Social science or Management with at least 3 years of work experience in a relevant field;
  • Knowledge about the federal structure of governance, GEDSI and GRB;
  • Ability to multitask and work in a team;
  • Excellent time management skill and ability to work efficiently under pressure;
  • Brilliant presentation and communication skills in both English and Nepali language;
  • Willing and able to travel to the project implementation area extensively;
  • Result based monitoring, reporting and documentation skills;
  • Experience in digital data management, and skill on statistical software is preferred;
  • Data analysis, presentation and interpretation skills is mandatory;
  • English language proficiency and computer skills are must.
