Job Description
A Procurement Head plays a critical role in managing the acquisition of goods, services, and materials necessary for construction and mining projects in BNSPL. The primary responsibility of procurement manager is to ensure that the BNSPL obtains high-quality materials and services at competitive prices while adhering to budgetary constraints and project timelines.
Below is a detailed job description for a Procurement Head:
Key Responsibilities:
Strategic Procurement Planning:
Procurement Head should develop and implement procurement strategies aligned with the company's overall objectives. He should be able to collaborate with site In charges / mining In charges / Yard In charges / Admin officer and other stakeholders (Engineers) to determine the materials, equipment, and services required for construction projects, mining sites, office and Yards / Stores. He should be able to analyze market trends and supplier capabilities to identify opportunities for cost savings and process improvements.
Supplier Relationship Management:
Procurement Head should be able to Identify and evaluate potential suppliers, conduct vendor listing, negotiate terms, and establish long-term partnerships with the suppliers. He should also be able to monitor supplier performance and address any issues or discrepancies. He should further develop and maintain a supplier database for easy and informed decision making by the management.
Contract Management:
Procurement Head should be responsible for drafting, review, finalize the contract in coordination with Purchase Committee and administer contracts and purchase orders. They should ensure contract compliance and resolve contractual disputes if any.
Materials and Inventory Management:
Procurement Head should be able to manage inventory levels to optimize cash flow and ensure materials are available when needed. They should be able to coordinate with project/mining/mechanical teams to forecast material requirements and lead times. It shall be the primary responsibility of the project manager to ensure the timely delivery of materials to construction sites.
Quality Assurance:
Procurement Head should establish and enforce quality standards / inspection criteria for materials and services received from the parties and coordinate with suppliers for resolution or replacement if any discrepancies.
Documentation and Reporting:
Procurement Head should maintain accurate records of procurement transactions, contracts, and supplier communications and generate reports on procurement activities, costs, and savings for management review. They are also responsible for reconciliation of the suppliers in coordination with accounts and finance department.
Other Roles and Responsibilities as directed by immediate Supervisor and respective line Director.
Job Specification
Educational Requirements:
- Bachelor's degree in Management Stream.
- Bachelor's degree in Mechanical Engineering preferred.
Experience in the construction industry preferred
