Job Description
  • Build relationships with key influencers in the Government of Nepal across primary and secondary stakeholders  
  • Positioning Skills for Employment Programme within the different spheres of government working on labor and employment matters
  • Support Government of Nepal’s ambition on skills through technical advice on how to institutionalize real time information on vacancy and skills gaps, formation of public-private sectoral skills committees, etc
  • Technical assistance to the Federal/Provincial/Local governments for fostering public private partnership and integration of skilling and migration of strategy/plan and to deliver on the PPP engagement for PMEP
  • Supporting relevant government entities on a a more active skilling strategy (linked to the taskforce recommendations to new destinations and/or the new corridor of foreign employment)
  • Supporting Government of Nepal to enable information to migrant workers through its information service centres, mandatory financial literacy for migrants prior to departure, remittance investment strategies (defining productive investment, creating the enabling environment for remittance investment)
  • Policy Mapping
  • Review and analyze federal, provincial and local data flow regularly in support with the monitoring, evaluation and learning team to improve liaison with Government on data alignment 
  • Keep abreast of the latest data/developments/schemes, necessary for Government Liaison
  • The Government Liaison Officer will report to the Team Leader and the Deputy Team Leader

 

Job Specification
  • Master’s degree in management or related field 
  • A minimum of 15 years’ relevant work experience working on the development of programmes focused on skilling and migration related issues, and with recent experience working with the Government of Nepal on such issues, including the evolving PMEP programme
  • Demonstrated effective interpersonal skills, creative problem-solving, conflict and ethical management skills 
  • Strong analytical and computer skills, especially with accounting software, spreadsheets and financial analysis
  • Good written and oral communication and presentation skills in English and Nepali
