Job Description

Field DRR Project Coordinator – Household Disaster Preparedness Project (HDPRP) based in West Field Office, Kailali District Under fixed term contract (1 year)

Job Purpose: The Field DRR Project Coordinator will work closely with WVIN’s Field Team, National Office thematic department (Operations and DRR/HEA unit) and partner NGOs and provide overall leadership on the project implementation. The Field DRR Project Coordinator will foster and maintain relationship with relevant GoN agencies, communities, local government, provincial government and other stakeholders at the province, district and local level. The position will also work closely with the relevant WVIN’s project and relevant sector staff at the field level.

Key Responsibilities:  The Field DRR Project Coordinator will take the lead for Rural/Municipality level implementation of the project called, “HDPRP” and other ongoing DRR projects managed by National office. S/He will work closely with the partner NGO and relevant internal, external, community partners for the following:

  • Project management and performance management of the partner NGOs;
  • Monitor, supervise and technical support to partner NGOs to implement project activities and facilitate target Rural Municipalities to develop and operationalize HDPRP linking with existing DRR act, policy, guideline, strategy and Disaster Preparedness and Response Plan (DPRP) of local, district.
  • Facilitate to formulate relevant HDPRP at household, community, ward and rural/municipality level.
  • Mainstream HDPRP following the local government plans, policies and strategies. 
  • Support for formulation of DRR guidelines, mechanism and framework at local level;
  • Establish effective working relationship, adequate referral and networking with relevant district stakeholders including district and local governments;
  • Ensure excellence and timeliness in project implementation in terms of impact, reporting, and documentation of lessons learnt.
  • Prepare HDPRP and orient individual HHs linking with other DPRP at each level.
  • Installation of hazard and social map (GIS- map) prepared through the web based portal.
  • Sensitize the concerned stakeholders on the importance of HDPRP
  • Mobilize PNGOs staffs, volunteers for project implementation. 
  • Participate in regular meetings of local level for smooth execution of the project activities
  • Effective implementation of other DRR projects managed by National office- WVIN.
Job Specification
  • Bachelor’s Degree (Masters preferred) in Disaster Risk Management, Environment Science, Social Work, Engineering or relevant discipline.  
  • At least 4 years of relevant working experience; preferably in an I/NGO context working closely with community/grassroots people and organizations, with the focus on Community Disaster Risk Management, Early Warning System, DRR Advocacy, Disaster Preparedness and Response activities.
  • Sound knowledge of household level data collection focusing on hazard, vulnerability, exposure and vulnerability assessment. 
  • Experience of using Geographical Information System (GIS), remote sensing.  
  • Experience of mainstreaming DRR into development plan of the respective local government.
  • Extensive experience and expertise in DRR models and methods of training, facilitation and capacity building, project management and organizational development for staffs and communities.
  • Experience in overall project technical and financial management. 
  • Experience on writing internal and external research papers as well as case studies. 

The role is expected to travel to field area to deliver training and project monitoring up to 70% of time.
