Job Description

R1. Mainstreaming gender and social inclusion and social norms change into program and organization ensuring social equity and diversity including development/adaptation/application of tools for mainstreaming gender and social inclusion

  • Provide substantive assistance to develop/update required gender equality and social inclusion policies and strategies.
  • Conduct gender and social inclusion analysis/audit and support incorporating the analysis/audit findings into program planning, budgeting, M&E and reporting tools and processes.
  • Support the program team and partners to develop gender and social inclusion responsive guidelines, tools, training curriculum and other relevant materials.
  • Lead to identify the best social norms change tools and approaches integrate in ARH program for positive behaviors change

R2. Strategic support to program team and other stakeholders in gender and social inclusion mainstreaming initiatives, and social norms change

  • Jointly with program partners and stakeholders develop mechanisms and processes for scaling up successful practices and results related to gender equality and social inclusion.
  • Jointly with program partners and stakeholders support three levels of government to develop GESI sensitive policies, plans and procedures
  • Work with program team and support to partner and all three level of government to development develop plan and strategies on norms change and social behavior change

R3. Capacity building of program team and partners in gender and social inclusion, and social norms changes

  • Build technical skills of program team, partners and other stakeholders strengthening their capacity to deliver gender and social inclusion initiatives, SBC and social norms change.
  • Capacity building of program partners, local bodies and different stakeholders for integrating gender and social inclusion programmatically and institutionally.
  • Identify linkages for gender and social inclusion related capacity building of program partners for influencing improved service provisions to women and the excluded
  • Capacity building of local bodies, program teams and partners for integration of SBC and social norms change in sectorial programs as cross cutting issues

R4. Monitoring, Evaluation and Reporting

  • Carry out monitoring, evaluation of program activities from gender and social inclusion perspective including impact measurement.
  • Lead/support documentation of ARH program GESI, SBC and social norms change related outputs, outcomes and lessons through regular monitoring, assessments and studies.
  • Support M&E, communication and knowledge management team in capturing ARH program success stories, results and learning as well as in finalizing publications.

R5. Consistency of GESI engagement across the components

  • Establish effective institutional mechanisms for locating gender and social inclusion responsibilities from program to local level
  • Advocate for policy discourse based on learning and evidence with policy briefs on GESI, SBC and social norms change
  • Provide policy feedback to ensure that national and international commitments made by GoN for gender and social inclusion are adequately addressed.

R6. Coordination and Networking

  • Coordination with program partners and GoN to mainstream gender and social inclusion, SBC and social norms change in planning, programming, budgeting, publications, monitoring and reporting of program activities.
  • Establishing partnerships with government line agencies, partners and other stakeholders for effective implementation of gender and social inclusion, SBC and social norms change interventions.
  • Coordinate and strengthen networks of gender and social inclusion, SBC and social norms change focal institutions/experts including donors, partners, civil society and non-government organizations

R5. Staff Management

  • Facilitate APAA of direct reports
  • Support staff development and capacity building
  • Keep them abreast on current situations and reorient them on new guideline whenever changes occur
  • Develop accurate and detailed job descriptions which reflect specific job responsibilities.
  • Motivate, train, coach, supervise and mentor staff from time to time to boost their confidence

  • Link and demonstrate CARE Nepal’s core values, programming principles, strategic objects, gender equity and equality in programming and behavior
  • Comply and exercise organizational values and  culture
  • Help to promote rights and good governance

Working conditions:
Based in Kathmandu with estimated 60% travel to project implementing district

Job Specification

Master degree in sociology, women’s studies or public health with 7 years of experience in the relevant areas including extensive management exposure.

Skills and knowledge:

  • Required knowledge on budgetary analysis i.e. Budget Vs Actual.
  • Excellent knowledge of budgeting principles (especially on contract management) and clear understanding of donor’s financial policies, guidelines, rules, regulations, and reporting requirement
  • Expert knowledge on audit, review and verification techniques
  • Report writing skill along with basic formatting skill required to prepare report.
  • Communication skills including strong verbal and written language skills in both English and Nepali.
  • Interpersonal and facilitation skills.
  • Strong coordination, networking and advocacy skills.
  • Computer skills, including knowledge of relevant software e.g. Microsoft office and others

Competencies:

  • Strong understanding of USAID funded projects and programs and experience in GESI and tools of social norms changes
  • Initiative – Deals with situations and issues proactively and persistently.
  • Team work and People Management – Able to work effectively with other people within a work group
  • Writing – Able to communicate ideas and information in writing to ensure that information and messages are understood and have the desired impact
  • Communicating and sharing ideas and information – Able to present findings/recommendation and express opinions confidently.
  • Planning and organizing – Able to define work goals and objectives; develop and execute work plans; and contribute to the achievement of work group objectives.
