Role overview

This position is contingent upon funding and donor approval

VSO in partnership with FHI 360, an international NGO, is recruiting a highly qualified and dynamic Nepali citizen for the position of Deputy Chief of Party (DCOP) - Technical for an anticipated USAID Nepal-supported project entitled Equity and Inclusion in Education. This position is will be based in the project office managed by FHI 360 Nepal in Kathmandu with frequent travel to the project’s target provinces and is contingent upon award and funder’s approval.

The anticipated five-year USAID Nepal-supported Equity and Inclusion in Education activity which will support the Government of Nepal to improve equitable access to quality basic education services for marginalized communities. The objectives are to reduce the number of out-of-school children and improve learning outcomes for marginalized students. Areas of focus may include decreasing financial barriers to education, increasing use of targeted non-formal education, increasing enrollment in early childhood education, increasing the relevance of education, and improving equitable teaching practices. This activity will provide targeted support to municipalities to implement evidence-based interventions that are driven by the local context in one or more of the following provinces: Province No. 2, Sudurpaschim, and/or Karnali.

Manage a team of technical advisors/specialists and oversee project implementation (via local organizations) including managing the annual work plan and budgeting process; creating/maintaining an effective project management team; overseeing an effective monitoring and evaluation system; and coordinating activities and local implementing partners to achieve results.

Skills, qualifications and experience

Essential selection criteria:

Knowledge/qualifications:

  • Minimum of a master’s degree in education, international development, or community development required.
  • Have an understanding of Volunteering for Development
  • Demonstrated knowledge of USAID policies, procedures and approaches related to program design/implementation, budgeting and monitoring and evaluation.

Experience:

  • Senior project management experience with at least 7 years in the implementation and management of large and complex education projects, USAID grant/contract management experience preferable.
  • Demonstrated experience in working with marginalized groups in Nepal with a proven track record of delivering participatory evidence-based programming approach as well as practical experience of resilience, social accountability, social inclusion and gender is preferable
  • Experience in security and risk management, and in managing duty of care to highest international standards

Skills/Abilities:

  • Leadership and People management in working across multiple cultural contexts
  • Demonstrated capacity to build and maintain productive working relationships with a wide network of partners and stakeholders.
  • Demonstrated ability to convert technically complex concepts into plain language desired.
  • Ability to travel locally and internationally as required for the role.
  • Proven ability to coordinate with government stakeholders, as well as non-governmental organizations.
  • Good written and oral communication skills in English and Nepali.
  • Knowledge in local language from Province No. 2, Karnali, and/or Sudurpaschim will add value.

Desired selection criteria

  • Practical experience within a volunteering INGO context and managing a volunteer programme.
  • Experience of working in a global organization with matrix or multiple reporting lines.
