Job Description

Project Management and Implementation (45%)

  • Conduct needs assessment for developing project concept notes and proposal.
  • Prepare annual activity plan and budget in line with the project document and Oxfam’s Country Strategy.
  • Prepare detail project implementation guidelines and plan for effective implementation of project activities.
  • Create and manage Oxfam's Programme Accountability and Learning (OPAL), prepare Partner Grant Agreement and release grants to partners on time.
  • Provide technical and managerial support to the project and partner team for effective and timely implementation of project activities.
  • Support project, partner and cooperative staffs to establish linkage with Business Development Services providers, governmental agencies, and other private sector actors such as buyers, processors, financial intermediaries and remittance service providers.
  • Build organizational and business capacity of cooperatives, small and medium enterprises and other market actors
  • Take lead in implementing project related influencing and advocacy works at local and national level.

Capacity Building (25%) 

  • Assess project and partners technical and managerial capacities of project and partner’s staff, and develop and implement capacity building plans.
  • Build capacity of project, partner organization and beneficiaries cooperatives team on business planning, designing financial products, business performance review, financial management, and marketing of products
  • Support enterprises/ cooperatives on improving loan repayment, loan monitoring and proper utilization
  • Build capacity of partner NGO staffs, beneficiaries entrepreneurs, beneficiaries cooperatives on entrepreneurship skills
  • Link partner and beneficiary entrepreneurs for different business development services from government, private sector and other market actors
  • Educate partner and entrepreneurs on available business ecosystems

Support partner to engage in creating business ecosystems at local level Monitoring, Evaluation, Accountability and Learning (20%) 

  • Take lead in preparing project logical framework, M&E plans and M&E tools.
  • Build project and partner team capacity in M&E system
  • Ensure effective implementation of project M&E plans
  • Conduct regular monitoring visit using monitoring tools and provide necessary feedback and suggestions to partner and project team.
  • Ensure timely collection of quarterly, six-monthly and annual progress report from the partner and compile and prepare these reports and submit to the Head of Programme.
  • Conduct regular monitoring of enterprise/ cooperatives performance and support local partners, and the enterprises in business planning and establishing strong internal monitoring mechanism
  • Support to produce the agreed monthly and semester reports of project and project supported cooperatives/ enterprises/ migrant families; including financial and physical.

Coordination and Collaboration (10%)

  • Develop and maintain very good coordination and collaboration with concerned local and provincial governments, private sectors and other development agencies.
  • Represent the project in different forum at local and province level.
  • Work closely with Oxfam’s other programmes and projects to promote one programme approach.
Job Specification
  • Master’s degree in Finance/Management/Economics/Development Studies or other relevant fields.
  • 5 years of work experience; with at least 3 years’ experience in livelihood promotion, enterprisedevelopment, value chain projects; or similar private sector positions (e.g. food companies, investment or similar).
  • Experience and demonstrable skills in financial reporting/ management and projection; business planning and reviewing financial performance.
  • Clear understanding of market analysis, role of private sectors in poverty eradication, and value chain promotion. 
  • Experience of partnership development, nurturing and management and alliance building and maintenance across actors and sectors
  • Willing to travel in country on an average 50% of the time
  • Sound understanding on government policies on cooperative, insurance, remittances, migration and micro-finance sectors
  • An ability and willingness to work towards deadlines, in a planned and inclusive way

Desirable

  • Experience in any of the above fields in Agricultural Sector is highly desirable.
  • Good understanding of the socio-economic context in Nepal
  • Knowledge and experience of gender, climate change, migration, risk reduction programming for smallholder and women producers
  • Knowledge and understanding of diversity, cultural and political sensitivities.
  • Demonstrable communication, facilitation and representation skills in English and Nepali
  • Excellent report writing skills, administrative experience and word-processing skills, including use of computer programme and internet
