Job Description
  • Manage IT and communications equipment, network and information systems, and information security, including communication links across the program offices;
  • Manage Paani Program TAMIS database and MEL database in close coordination with TAMIS administrator and MEL database team;
  • Assist Communication Specialist on providing technical input on the creation of freshwater center of excellence;
  • Train and provide support to staff on the use of the IT systems and databases technology adopted by DAI HQ;
  • Advise in the planning and implementation of additions, deletions and major modifications to the IT infrastructure based on cybersecurity and standard of service set by DAI/HQ;
  • Local network maintenance and installation including cabling, switches/hubs and NIC configuration TCP/IP, NAT, TCP/IP printing, windows network and domain services on TCP/IP to facilitate LAN services in project offices;
  • Server and server application maintenance and installation (Hardware integration, Windows 2012/16 server installation and maintenance, LAN and WAN connectivity, Lotus Domino and messaging system, FTP services, Antivirus Protection Corporate edition installation and maintenance;
  • WAN connectivity and maintenance (Internet connection and services);
  • Client computer hardware and application installation and configuration, maintenance. Laptops, Desktops, MS Windows X, MS Office X Pro, Lotus Notes, GIS application and other mail clients - IBM Notes/Outlook/Office 365, Symantec/Sophos AV and other project software;
  • Manage requests to Home Office SysAdmin for new user accounts and TAMIS access;
  • Support staff on a daily basis with IT issues, database issues, software upgrades, and IT best practices to be followed.
  • Provide assistance in procurement and evaluation of all IT technical equipment and machineries to be operated in the Project offices including procurement of IT, software and communication equipment under grant;
  • Communicate with DAI regional and HQ offices for information and coordination related to upgrading and troubleshooting of project IT system, streamlining to DAI's corporate standard in terms of security, service deliveries, compliances and standard of business conduct.
  • Provide technical assistance in maintaining smooth municipal power supplies to project offices, generator operation, power automation, UPS/battery backup system to critical IT hardware to ensure project IT services are up and running 24/7. 
  • Advise in different procurements, processes, technical documentation – specification, bid evaluation, inspection  and assist in managing project assets and inventories;
  • Other duties as assigned by Senior Operations Manager.
Job Specification

The level of effort is 260 days per year. The employment contract will be on a yearly basis, with possible extensions until the close of the project on December 16, 2020.  The IT and Database Manager will be based in Kathmandu, with frequent travel to Field Office in Nepalgunj and throughout the Mahakali, Karnali, and Rapti River basins and occasional travel to other parts of Nepal.

Supervision

The IT and Database Manager will work under the direct technical supervision of the Senior Operations Manager.  The IT and Database Manager will also receive technical guidance from Paani Chief of Party or designees. 

Qualifications

  • University degree in relevant field preferred. Secondary school degree with extensive relevant experience can be substituted for university degree.  
  • Minimum of 4 years PC and Server support experience, especially with Windows Server & Windows Client operating systems
  • LAN, WAN, VSAT and BGAN knowledge and experience
  • MS applications, MS Office, MS Project, MS Visio and network management software experience
  • IT troubleshooting skills and experience
  • Relevant experience working on donor-funded projects in a related role 
  • English language fluency required.
