Job Description

The Deputy Chief of Party (COP) will report to and assist the COP with all responsibilities, including the development and implementation of the KCAP vision, strategy, and technical direction. The Deputy COP will serve as the secondary liaison with USAID/Nepal. S/he will oversee KCAP implementation and be responsible for program design, planning and implementation and for supervision of the technical team of Advisors and an SBCC Officer. The Deputy COP will assist the COP with all aspects of program performance, both technical and managerial, and ensure that procedures are adhered for activity development, implementation, monitoring, evaluation, procurement, budgeting and financial accounting. S/he will work with the COP to manage the recruitment, hiring, and to supervise local staff and consultants.

Key Responsibilities

  • Assist the COP with strategic and operational planning, including work planning, and ensure compliance with all reporting requirements of USAID and FHI 360.
  • Assist the COP in creating and maintaining good working relationships with USAID, Government of Nepal  counterparts, civil society organizations, media, private enterprises, and partners.
  • Manage the technical team ensuring close coordination and collaboration between KCAP’s work streams and partner organizations.
  • Review, ensure and provide support for timely implementation of the KCAP implementation plan, strategies and approaches, performance monitoring and evaluation plan (PMEP), environment mitigation and monitoring plan (EMMP) and Gender Equity and Social Inclusion (GESI) plan with high quality.
  • Manage the development of sub-agreements, contracts, amendments and annual work plans including activities, budgets and implementation plans and monitor subprojects to ensure that implementation is conducted in a timely and technically sound manner.
  • Review and ensure sub-agreements, contracts and amendment documents meet the program and technical requirements and maintain quality assurance before execution by the KCAP COP.
  • Prepare program reports, briefs and other communication and reporting requirements for FHI 360, donors, and Government of Nepal.
  • Provide support and guidance to ensure that country program and subproject work plan activities are conducted as planned, targets and technical requirements are met, and deliverables completed in accordance with requirements, and are as per the national guidelines and project’s standard operating procedures.
  • Support the KCAP COP to ensure appropriate levels of technical assistance are secured and KCAP’s technical quality, expertise and contribution is recognized
  • Facilitate and ensure supportive supervision and monitoring are regularly planned and implemented and ensure issues and actions identified from the supervision visits are shared and addressed in time.
  • Review project’s progress tracking on regular basis and ensure that the project’s achievements are on track. Ensure routine project data are regularly analyzed, visualized and used for program improvement.
  • Ensure capacity building needs of implementing partners are assessed and capacity building activities are planned, implemented and monitored.
  • Work with relevant KCAP and FHI 360 staff for communications and public relations to coordinate publications, documentation and dissemination of KCAP activities, successes, good practices and lessons learned.
  • Ensure effective management and monitoring of program through field visits, regular KCAP program and technical team meetings, reporting out meeting, annual and quarterly work plan meetings.
  • Supervise Capacity Building/Governance Advisor, Civil Society Advisor, Private Sector Advisor, Technical Advisor ─ Education, and Technical Advisor ─ Public Health.
  • Perform other KCAP-related duties as assigned by the KCAP COP and Country Director. Represent KCAP in external functions as needed at the state/province level

Job Specification
  • Masters’ degree or its international equivalent in environment, public health, education, management, social science or other relevant fields.
  • Five to seven years of experience managing large, complex development programs with preference for programs focused on the environment or air quality.
  • Solid experience working in a non-governmental organization (NGO) – preferably with a focus on the environment.
  • Demonstrated leadership in building and sustaining positive working relationships and partnerships with NGOs and partners.
  • Proven track record of increasing responsibility to oversee all aspects of USAID-funded projects, including financial, human resource, compliance and quality assurance components.
  • Demonstrated experience negotiating annual work plans and directing teams to complete objectives/activities on time within budget while meeting high quality standards.
  • Exceptional communication and relationship management skills with a range of stakeholders.
  • Track record in innovation, information and communication technology (ICT).
  • Excellent problem solving, program management and implementation skills.
  • Maturity and ability to maintain composure under stressful situations and tight deadlines.
  • Proven ability to work efficiently and effectively in virtual/digital environment
  • Ability to travel within Nepal 20-30 percent of the time.
