Project Overview

The DFAT Australia’s Water for Women Fund supported - Beyond the Finish Line (BFL) - Inclusive and Sustainable Rural Water Supply Service project is being implemented in four Rural Municipalities (RM) of Dailekh and four Rural Municipalities of Sarlahi. SNV is working with its local partners Everest Club, Dailekh and Rural Women Upliftment Association RWUA, Sarlahi. In line with DFAT priorities for New COVID 19 initiatives, SNV aims to support Health Facilities (HFs) in order to address COVID-19 related challenges, by supporting infection prevention in all the HFs in one target RM in each of the current two working districts, Dailekh and Sarlahi. This includes improving capacity and facilities for both WASH infrastructure and infection prevention practices. The project complements the Beyond the Finish Line’s objective to improve access to water supply, handwashing with soap and menstrual hygiene management, by adding further focus on HFs and COVID-19 prevention, and to develop the capacity of RMs for WASH in HFs.

SNV Nepal is seeking an experienced Nepali for the position of WASH Engineer to lead the following work under the new COVID-19 initiatives and support strengthening of the overall BFL project:

  • Support two RMs (one each in Sarlahi and Dailekh) with technical assistance and capacity development for ensuring design, implementation and operation of accessible WASH infrastructure in HFs that also meets the requirements of the government’s infection prevention protocols, with a focus on COVID-19 mitigation.
  • Support four health facilities in the two RMs with construction/upgrading of WASH infrastructure as a means of building “practical” capacity for the design, implementation and operation of adequate WASH facilities in HFs. This will represent a model of inclusive and accessible WASH services in health facilities for future replication in other facilities or areas.
  • Support integration of theory and practice from the new COVID-19 initiatives in the mainstream BFL project to strengthen project activities on WASH in HFs.

Job Description

  • The WASH Engineer will lead and ensure capacity building, implementation, and quality control of: survey, design, drawing, cost estimates, construction and operation of accessible WASH infrastructure improvement works in the health facilities in selected Rural Municipalities of Dailekh and Sarlahi.
  • The infrastructure improvement works will include new construction/renovation of water supply system from source to point-of-use in HFs,   toilets and on-site sanitation system, handwashing facilities, drinking water facilities, menstrual hygiene management, drainage, and onsite collection, treatment and disposal of health care waste.  All WASH infrastructure will be in compliance with the service parameters of national guidelines on WASH in HFs, COVID-19 protocols, accessible infrastructure and demonstrate best practice. Accessible/inclusive WASH infrastructure is based on universal design principles and addresses the needs of all users, including women, children, and people with disabilities. 
  • The WASH Engineer will report to the BFL Project Leader and work closely with the project district teams including the WASH Advisors and the local NGO teams.  S/he will also engage closely with stakeholders from RM including elected officials, technical staff, and Disability People Organisations.

Responsibilities will include but not limited to:

  • Develop and implement trainings and provide follow up and mentoring for quality monitoring of survey, technical design and BOQ, and construction for inclusive WASH infrastructure for rural HFs (with standard formats for environmental assessment, accessibility audit, detailed design, BOQ, construction quality) in the two RMs.
  • Develop the detailed designs and BOQ for inclusive WASH infrastructure, ensure their timely construction with quality and within estimated budget, establish operation and maintenance protocols, and ensure functioning of all systems, in the 4 target HFs.  WASH infrastructure survey, design, budget estimation and construction must ensure:
    • Quality/accuracy of survey, design, estimation and drawings.
    • Quality of works at sites are as per the drawings and the Engineering Norms & Standards.
  • Complete survey, detailed design, and BOQ for inclusive WASH infrastructure improvement for all HFs in the two RMs, and build practical capacity of local RM teams during the process.
  • Guide the NGO and RM teams (Engineer, Overseer, Sub-overseer, site supervisor) in all processes to ensure better quality works.
  • Coordinate with SNV WASH Advisors and Local NGO partner teams regarding the coordination with RMs and Health Facilities.
  • Strengthen capacity of two RMs for ensuring inclusive and functioning WASH infrastructure for all HFs in their jurisdiction.
  • Use theory and practice to support strengthening of mainstream BFL project.
  • Coordinate for progress reporting including learning and GESI inclusive case story preparation.
  • Work closely with project leader BFL-ARWSS and thematic Advisors (GESI, BCC, MEAL and Market Development) at country office.
  • Any other engineering works required to achieve expected inclusive outcomes as assigned by Supervisor.
Job Specification
  • Bachelor in Civil Engineering with minimum 4 years’ experience in survey, design, estimation, drawing and construction of building and WASH projects.
  • Experience in projects monitoring implemented by communities and local government (health facilities) will be given priority.
  • Experience in Gender and Social Inclusion in WASH service provision will be added value.
  • Willingness and ability to travel frequently to construction sites.
  • Good communication/teamwork skill.
  • Ability to work under pressure and within the tight timeframe
