Job Description

Nepal Early Grade Learning Technical Consultant 

​World Learning is a leading international non-profit organization advancing education, systems strengthening, and inclusive development through programming around the world.  World Learning seeks to position itself for the anticipated Nepal Early Grade Learning opportunity funded by USAID.  

The Technical Consultant should be intricately familiar with the Nepal education sector. He/she will support by facilitating connections and meetings with key education stakeholders, including the Ministry of Education and relevant government entities, donors, local NGOs, community-based organizations and associations, and individual experts or program beneficiaries. The consultant will provide expertise on improving early grade learning outcomes in Nepal, in particular, curricula improvement, early grade reading/math assessment, school financing and management planning, data systems strengthening, teacher training, and inclusive education. He/she will participate in preliminary design discussions and help shape the overall design and rollout of activities.  

The consultancy will take place in Kathmandu, Nepal over a period of 15 to 20 days.  

Responsibilities 

The consultant’s scope of work will be performed over 14 days and will include: 

  Research: 

  • Work with World Learning to identify, gather, and roughly translate key policy documents for the Nepal Ministry of Education and other relevant institutions, universities, and organizations.  
  • Become familiar with background information on previous education programming in Nepal with a focus on the USAID-funded early grade reading project  
  • Participate in information gathering in coordination with World Learning, including mapping the education system  
  • Identify and prepare a written contact list of key stakeholders and beneficiary groups  
  • Provide technical input for activity design during the capture and proposal development phases to the World Learning proposal development team 
  • Perform additional research, as requested 

Scoping Trip  

  • Schedule meetings or informational interviews in advance of scoping team’s arrival in country with national, provincial, and district education officials; USAID representatives, subject matter experts; potential partners, and; related stakeholders, in conjunction with the proposal development team 
  • Attend meetings in-person with the scoping team, representing World Learning externally, to gain insight into what is working within the Nepal education sector and where there are opportunities for improvement particularly in light of the new governance structure 

Follow-up Support to scoping trip if needed: 

  • Conduct any final research requests, as discussed with the scoping team 
  • Facilitate additional key connections and introductions via email or phone 
  • Provide feedback to program design and/or participate in design sessions with proposal team 
  • Contribute to proposal development, including providing technical input, review, and potentially drafting sections 

 

Job Specification

Requirements 

  • Minimum of a Master’s degree in education or related field required 
  • At least ten years of experience working in the education sector in Nepal 
  • Experience working with the Government of Nepal and familiarity with USAID programming in Nepal preferred 
  • Primary school teaching, curriculum development, teacher training, school financing and management planning, early grade/reading/math assessment, or related experience required 
  • Experience with proposal development, including program design preferred 
  • Ability to manage and prioritize multiple concurrent initiatives all within schedule 
  • Excellent oral and written communication skills 
  • Proficiency in using MS Word, Excel, and Power Point; comfortable using email and Skype 
  • Excellent organizational skills with a willingness to assume responsibilities and take initiative; ability to be a team player 
  • Fluency in English and Nepali required 
  • Local candidates preferred
