Job Description

The TL-SI is responsible for leading and managing the Strategic Information (SI) of EpiC Nepal that includes Monitoring & Evaluation (M&E) of project activities, District Health Information System (DHIS2), research, and surveillance-related activities for EpiC Nepal. The TL-SI closely works with other units of EpiC Nepal and provides technical assistance (TA) to its implementing partner agencies (IPs), Government of Nepal (GoN), and other collaborating partners in a structured, systematic, and effective manner. 

Key Responsibilities

  • Lead EpiC Nepal’s SI Unit and develop, update and implement EpiC Nepal’s M&E plan and systems for the project and its IPs that qualitatively and quantitatively measure long-term accomplishments, subproject progress, monitoring needs, and all reporting requirements of the project, donors, and GON as well as the methods of data collection and data quality issues. 
  • Provide TA to strengthen the National HIV SI System including execution and institutionalization of one national HIV information system and SI related activities.  
  • Provide TA to integrated Health Management Information System (iHMIS) for integration for HIV program.
  • Provide technical inputs to refine national SI Guidelines and Plan on a periodic basis. 
  • Lead the TA to NCASC for conducting national level Data Quality Assessment (DQA). 
  • Co-ordinate technical assistance SI related activities as requested by USAID collaborating partners, UN agencies, and other stakeholders as needed. 
  • Coordinate and collaborate with national stakeholders (NCASC, NPHL, GFATM, WHO, UNAIDS) and others at the national and regional levels to plan and facilitate sharing and review meetings and joint monitoring visits.
  • Take lead in developing the culture of inferential data analysis, visualization, and use in the project; perform inferential analysis of program performance data and available national data.
  • Develop, analyze, and use a continuum of HIV prevention, care, support, and treatment (CoPCT) cascade to identify leakages, gaps, and way forward for program improvement. 
  • Lead and coordinate for the implementation of EpiC Nepal PMEP and to ensure the requirements, commitments, and targets in PMEP are adequately reflected in EpiC Nepal IPs sub-agreement.
  • Ensure commitments and targets in the EpiC Nepal PMEP are met in time.
  • Lead and coordinate to update Mero Data, recording and reporting system, tools, and guidelines as per the requirements of PEPFAR Monitoring, Evaluation and Reporting (MER) guidelines, and EpiC Nepal PMEP.
  • Lead and coordinate to develop and/or update/revise training curriculum, manual and materials for M&E-related training for EpiC Nepal staff and IPs.
  • Lead and coordinate to plan, implement, and prepare and share reports of DQA of EpiC Nepal as well as IPs. 
  • Take lead in developing and executing field monitoring plan for project staff and assess progress and ensure and provide supportive supervision, monitoring, and onsite coaching to IPs in M&E related activities and data. 
  • Represent EpiC Nepal in external functions as needed at the national, regional, and district levels. 
  • Provide ongoing support to IP staff to monitor activities and subprojects through quarterly reviews, process monitoring, program DQA, qualitative monitoring, and documentation of lessons learned and good practices. 
  • Lead and support for designing, planning, implementation, and monitoring of continuous quality improvement (CQI) initiatives.  
  • Contribute to the development of a regional operation plans, annual and quarterly work plans.
  • Perform other duties as assigned by the Country Representative/Project Director and Deputy Project Director.
Job Specification
  • Master’s Degree in Public Health or Epidemiology or other relevant subject and three years’ minimum work experience in DHIS2, GIS, and SI systems including data collection and analysis or Bachelor Degree in Public Health Epidemiology or other relevant subject and minimum five years of experience on SI systems and online recording and reporting system.
  • Proven quantitative and qualitative data analysis and interpretation skills
  • Strong negotiation, coordination, communication, and interpersonal skills  
  • Able to work in a collaborative environment 
  • A proactive and independent approach to work with a willingness to undertake additional responsibilities  
  • Ability to perform multiple tasks and work under pressure 
  • Ability to work well with others and to develop and maintain positive working relationships 
  • Resourceful in resolving problems and initiating solutions
