Job Description

1. Technical design and supervision (70%) – to ensure the technical quality of all the WASH interventions in Gorkha and Dhading. 

  • Support partners for selection of Water supply system in consideration of PURNIMA approach and guidelines including value for money and no one left behind approach.
  •  Support partners to conduct technical and social feasibility study of water supply projects and WaSH in institutions.
  • Support to partners and ensure quality of design, drawing and BOQ of WaSH facilities in communities and institutions are functional and cost effective.
  •  Monitoring and supervision of the construction activities and ensure high quality in construction.
  • Support partners for implementation of WSS sustainability focused activities to ensure functionality and sustainability of WSS
  • Support partners to ensure Health and Safety of construction workers and staff during construction.
  • Support partners to ensure sanitation and hygiene program
  •  Take lead on sanitation program in the working Gaunpalika.
  •  Develop guidelines or manuals where needed
  •  Extensive field visits to monitor the quality of project and on-the job coaching

2. Logistic and Finance support (10%)

  • Coordinate with business support department in Oxfam to ensure procurement of materials by partners align with the Oxfam procurement policy.
  • Ensure WUCs procurement process are aligned with Oxfam and partners’ procurement policy. Meet fort-nightly with the partner’s WaSH officers – for joint planning, implementation and to monitor WaSH activities.

3. External co-ordination (5%) – to effectively communicate and co-ordinate with external stakeholders

  •  Attend Gaunpalika level WASH-CC meetings and meet regularly with the local government to update on our activities & plans.
  •  Attend district level stakeholder meeting to update on Oxfam activities implementing in the field. Page 4 of 6 Job Profile Template Oct 2018
  •  Coordinate with DFID and MM field team and ensure to incorporate their feedback in program implementation.
  •  Organize fortnightly meeting with partners for joint planning and monitoring

4. Internal co-ordination (5%) – to co-ordinate the WASH program with other sectors and the support team

  • • Shelter – co-ordinate field activities for program integration and beneficiary targeting with Shelter program.
  • • Humanitarian/ DRR – coordinate with HMT/ DRR section for main-stream DRR into WaSH at community level.

5. Reporting (10%) – track key indicators and provide internal and external reports as required

  • • Provide quantitative and qualitative report and data to WaSH TL to track progress on monthly basis.
  • • Document what works and what don’t include lesson learn and continually improve program quality

 

Job Specification
  • Strong command on selection, designing and estimation of water supply system including gravity and pumping (Including deep well in hill area)
  • Practical experience in rural water supply, sanitation and hygiene promotion.
  • The post holder should have a good understanding of public health needs of poor rural communities and appropriate ways of tackling them. The post holder must be aware of sensitive to particular needs of women in this context. 
  • Significant practical and management experiences in any of the following fields, participatory approaches and tools, field assessment tools and its analysis, monitoring, public health and/or community WASH projects.
  •  Willing to learn and ensure practice of OXFAM procedures and to be flexible in tasks undertaken.
  • The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
  • Well developed, interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Good written and spoken English is essential.
  • Ability to work under pressure.
