Job Description

Programme: Integrated Water Resources Management (IWRM Programme)
Reports to: Technical Officer, IWRM Programme

Job Purpose:

The main purpose of Junior Officer-WASH is to conduct detail survey design & cost estimation of WASH infrastructure, ensure quality construction work at field level, monitor the different construction activities, ensure smooth, timely completion of planned activities and support for final commissioning of completed schemes. 

Duties and Responsibilities

Implementation of Policies, Guidelines and Manuals 

  • Adhere to all Helvetas Nepal policies, regulations and guidelines and other specific policies formed for the IWRM-Programme.
  • Ensure adherence to the Security Response Guidelines (SRG), Basic Operating Guidelines (BoG), Conflict Sensitive Programme Management (CSPM), Helvetas Nepal Code of Conduct. 

1. Programme Planning and Implementation 

  • Support and facilitate technical staffs to conduct detailed survey of water supply schemes;
  • Prepare design and estimate reports of water and sanitation schemes, multiple use schemes (MUS);
  • Check the survey, design, and estimate report of water and sanitation schemes, MUS prepared by service provider/technical consultants;
  • Ensure proper implementation of the technical aspects of the programme;
  • Engage proactively for the implementation of new initiatives, technologies and approaches
  • Visit the project areas for physical verification and assessment of the construction work;
  • Ensure high quality construction work of the different scheme supported by the programme;
  • Support in the development of technical training curriculum; support in conducting the technical trainings related to water quality;
  • Plan and support admin section in the delivery of construction material to user committees;
  • Guide partner staffs for preparing small scale design estimate reports, measurement book and final completion reports. 

2. Programme Monitoring and Reporting

  • Visit the scheme areas for physical verification of on-going activities, monitor technical standards and quality during implementation; 
  • Ensure timely completion and quality works according to agreement, schedule, design and specifications;
  • Ensure basic requirements for scheme completion including updating of water points, taking necessary geo-reference and maintaining other required data for reporting purposes.
  • Support for final commissioning of completed schemes along with preparing final scheme monitoring reports.

3. Coordination and Networking 

  • Maintain and establish cordial working relationship with government agencies and other partners/stakeholders;
  • Co-ordinate with Pallikas and water user committees the proper implementation of the programmes in respective working Palikas;
  • Assist in creating a cordial environment for a good teamwork within the programme;

Required Education, Experience and Competencies

Education & Experience

  • Diploma in civil engineering with minimum seven years of working experience in Water Sanitation and Hygiene (WASH) sector. 

Experience and Competencies:

  • Sound knowledge and skill in conducting feasibility and detail survey, preparing design/estimate of WASH schemes.
  • Knowledge in preparing bill of quantity and completion reports of rural infrastructure activities; 
  • Knowledge and experience of smart technologies for monitoring and data collection;
  • Good understanding of computer-based design and estimate package and good drafting skill in AutoCAD.
  • Good field experience of implementation of WASH schemes.
  • Willingness to work in remote area and travel to field frequently.
  • Excellent interpersonal skills, good team-player, result oriented personality/ maintaining deadlines.
