Job Description

Responsibilities:

  • Lead overall finance unit effectively and efficiently in client and team-oriented manner
  • Ensure the delivery of timely and compliant centralized accounting service to entire GIZ Nepal
  • Support programmes in financial management by providing required reports, rebooking of cost as per project request, advise on rules and solutions for resolving financial issues
  • Communication with relevant GIZ Office/Project and HQ staff on financial management related issues
  • Ensure accurate and timely payments to project, staff, suppliers, consultants, local, subsidy aggrements, and finance aggrements partners
  • Monitor unsettled items and obligations; and coordinate with relevant GIZ Office and project staff for timely settlements
  • Ensure adequate control over acquisition, retention and disposal of financial records
  •  Provide periodical reports regarding the financial status and cash-flow versus the set targets 
  • Ensure that Internal Control is functioning as per GIZ rules and implement Internal Control recommendation relevant for financial management and vehicle management
  • Ensure timely settlement of checked invoices, travel claims and all other periodical and contractual payments
  • Ensure that obligation is correctly liquidated in the system in coordination with Procurement Unit, HR Unit and GIZ Projects
  • Provide training and orientation to GIZ Staff on financial rules of GIZ and provide in depth knowledge about the financial management system and process of GI to finance staff
  • Ensure that all VAT receivables are submitted to Tax  Office for VAT Refund within three years from invoice data and coordinate with Tax Office for timely recovery of VAT claims
  • Report to Head of Administration on status of unsettled items, cash flow vs target, VAT recovery from tax office
  • Check vehicle log for all vehicles of GIZ Offices on monthly basis and ensure that it is maintained as per GIZ Rules

Job Specification
  • Master's degree in Managment/Business Studies/ busimess Administration 5 years of professional experience in accounting and finance management, preferably in an international organization 
  • 3 years of experience in leading and supervising staff
  • Good knowledge of GAAP and Nepali taxation and public levies regulation and procedure
  • Ability to work independently, with solution and service oriented attitude, under pressure and meeting of deadlines and performance standard
  • Excellent communication skills (both written and verbal) in Nepali and English and working knowledge of German (preferred)
  • Advanced computer and office software skills especially with in depth knowlegde of spread-sheet based databases
