Job Description

Management:

  • Assume overall management and administration of the Project;

  • Manage budgeting and planning, in accordance with the NEX guideline and under the framework of the Project document;

  • Analyze and identify any issue that requires attention by the Project Director and UNDP Country Office, and prepare succinct reports for discussion;

  • Ensure the timely and efficient delivery of project outputs leading to the achievement of expected results;

  • Be responsible for the implementation of the project work plan for achieving planned  results, as well as for the overall management of the project in accordance with prevailing rules, regulations and procedures of NEX Guidelines;

  • Liaise with the National Project Director (NPD) of the project, and UNDP office to ensure that programme results are achieved and project resources are managed efficiently and effectively;

  • Coordinate and liaise with UNDP and NPD of the project with respect to the implementation of the project activities;

  • Liaison with the related Ministries and other Government Departments and Commissions as required during the implementation of the project.

Planning, Monitoring and Reporting

  • Take lead in preparing annual and quarterly work plans (financial as well as technical) of the project, in consultation with the NPD of the project and the UNDP Country Office;

  • Monitor the day to day progress of the project based on these plans and report to the (NPD) and UNDP regularly;

  • Organize quarterly Project Board Meeting and prepare minutes of the meeting;

  • Based on the M & E framework of the project, develop and refine indicators for the effective implementation of the project;

  • Regularly update the Risk Log, Human Resource plan and Procurement Plan of the project.

Financial management:

  • Ensure effective and accurate financial resource management;

  • In consultation with the NPD, prepare and consolidate the overall budget, monitor expenditures in accordance with UNDP financial rules and cost-recovery policies and implement adequate internal control;

  • Assume direct responsibility for managing the programme budget on behalf of the Project Board;

  • Audit management and follow up;

  • Prepare quarterly and annual financial and programmatic reports  .

Procurement management and Human Resources:

  • Oversee all the recruitment and procurement of the Project as per approved human resource and procurement plans;

  • Supervise subordinate staff on HR related matter;

  • Prepare Term of References (ToR) for project staff as well as consultancy positions in consultation with NPD and UNDP;

  • Supervise the subcontractors to ensure the delivery of quality work;

Gender and Social Inclusion:

  • Apply principles of gender and social inclusion as the cross-cutting issue in every aspect of the project implementation and management.

  • Have excellent written communication skills in English, with analytic capacity and ability to synthesize project outputs and relevant findings for the preparation of quality project reports;

  • Maturity and confidence in dealing with senior and high ranking members of national and international institutions, government and non-government.

Building Strategic Partnerships

  • Effectively networks with partners seizing opportunities to build strategic alliances relevant to UNDP’s / GoN’s mandate and strategic agenda;

  • Identifies needs and interventions for capacity building of counterparts, clients and potential partners;

  • Promotes UNDP’s and GoN agenda in inter-agency meetings;

  • Prior experience working with Government of Nepal or/ and international organization will be an asset;

  • Knowledge about federalization, decentralization and public administration reform , will be an asset.
