Job Description

Context and purpose of the job:

The city officer is part of SNV Nepal and is appointed to the WASH SDG project in (city). SNV leads the WASH SDG project in four cities of Nepal: Khadak, Nepalgunj, Chandannath and Birendranagar. The project aims to improve health and quality of life of men and women, through sustainable and safe sanitation and improved hygiene practices. The project follows SNV’s approach to urban sanitation, Urban Sanitation and Hygiene for Health and Development, and is articulated into six components: behaviour change communication, sanitation services, governance, smart finance, treatment, and monitoring, evaluation and learning. SNV operates in partnership with local municipalities as well as with implementing partners.

Under the guidance of the project coordinator, the city officer executes the local delivery of the project, follows technical advice from the thematic advisors, and conforms to SNV procedures and guidelines, making sure project timelines, standards and programmatic and financial targets are met. S/he anticipates on challenges and ensures delivery continuity in her/his project location.

Job Description

Service and process delivery or Project delivery

Key activities: Provides process services and delivery to reach project goals, under the guidance of the project coordinator and as the input of the thematic advisors, within given guidelines. Ensures consistency and quality of delivery. Mentors and oversees local implementing partners, and others as applicable, to perform towards the project goals.

Expected results: WASH SDG project plans in the city are completed as per expected timeline, budget, quantity and quality.

Internal and external communication

Key activities: Builds strong relationships across SNV, by increasing communication with the project coordinator, thematic advisors and other colleagues, and through regularly updated workplans. Engages proactively and confidently with local stakeholders.

Expected results: The information flow from the city is systematic and constructive, and indications from the project coordinator, thematic advisors and others are operationalised. SNV keeps and increases local relevance, visibility and networking.

Project data handling or Compliance and documentation

Key activities: Complies with SNV’s policies, guidelines and regulations: procurement, administration, finance and HR, but also branding, data protection and others. Collects documentation, checks and enters data into relevant systems and reports any abnormalities.

Expected results: In the city, SNV and SNV partners comply with SNV policies, guidelines and regulations. The project processes are kept up-to-date, complete and accessible, and abnormalities are reported.

Process improvement or Learning and adaptation

Key activities: Assesses project delivery quality and quantity, and identified changes and adaptations to strengthen efficiency, outcomes and impacts in her/his location.

Expected results: Lessons learnt on what works and what doesn’t work in her/his location are identified and shared. Project improvements and adaptions are defined and translated into activities design and action.

Level indicators:

Know-how: Deploys practical and applied knowledge of specialised methods on operations, gained through higher education and employment history.

Complexity: Processes, organises, checks and monitors information and results, reports nonconformity, and identifies causes when results are not met. Gives input for reporting and performs reporting activities. Engages with and influences local external stakeholders.

Supervision: Supervises work (local partner organisations, and consultants and suppliers if applicable), provides procedures and instructions. Identifies any procedural issues and consults supervisors on these.

Impact: Executes and give support to actions that require administrative skills.

Job Specification
  • Bachelor’s degree (completed) in a relevant field, such as administration, management, engineering, social science or development.
  • Experience of at least 4 years in hands-on project operations or implementation, possibly in the development or humanitarian fields.
  • Experience of at least 4 years in partnerships with local governments and local implementing organisations.
  • Desirable: Familiarity with the WASH (water, sanitation and hygiene) sector and issues in Nepal, particularly in urban and semi-urban settings.
  • Good IT skills.
  • Proficiency in Nepali, and good command of spoken and written English.
  • Ability to live and work in the assigned duty station for the contract duration, and to travel to other locations as needed.  
  • Ability to work successfully with limited in-person supervision (the line manager is based in a different location).

Competencies:

Communication: Ability to communicate clearly and to adapt one’s language and style to different audiences, making sure messages are understood. Audiences are typically: community members, municipality officials, civil servants, CBOs, NGOs and INGOs, consultants and suppliers, SNV colleagues and superiors.

Flexibility: Ability to change one’s behaviour or views if this is required to achieve a set goal. Goals are typically the project’s objectives, plans and design.

Perseverance: Ability to hold on to views and plans despite adversity. Problem-solving mentality and capacity to identify effective practical solutions to issues.

Result orientation: Ability to take direct action to attain or exceed objectives. This refers principally to the result framework (expected outcomes and impacts) of the project.

Focus on quality: Ability to set high-quality delivery standards, and to strive for continuous improvement and quality assurance. Take ownership of the project’s quality expectations at the local level and work towards meeting those.

Coaching: Ability to encourage, support and guide local partner organisations (and consultants or suppliers if applicable), strengthening their knowledge and capacity to deliver.

Contract Type: Employment Contract
