Kisankalagi Unnat Biu-Bijan Karyakram/Improved seed for farmers program is an IFAD funded operation to support accelerated agricultural growth. Its aims at developing the formal seed sector as well as improving smallholder livestock through improved partnership with the private sector in the hills of Nepal. The program is designed to support two keys aspects of agriculture sector hampering productivity: the improvement of formal seed and improvement of smallholder livestock in order to increase income of the poor rural households. The project became effective since 02, December , 2012 and will continue for seven years. The Ministry of Agricultural Development is implementing agency with Heifer International , Agro Enterprise Center of Federation of Nepalese Chambers of Commerce and industries and Small Farmers Development Bank/Nepal Agriculture Cooperative Central Federation Limited are the implementing partners.
KUBK-ISEP thus invites interested and appropriately qualified Nepalese citizens to apply for the following positions as per the following minimum requirements:
1.Position Title: District Seed Coordinator
No. of Vacancy:2
Duty station: Program district (Gulmi, Arghakhanchi, Rolpa, Pyuthan, Rukum and Salyan)
Mode of contract: There will be initial contract for one year with a probation period of three months. The annual contract will be extendable up to the program period based on satisfactory performance in the preceding contract.
Roles and Purpose of the Assignment:
The District Coordinator will assume day-to-day responsibility for the management and supervision of the Engineer and Seed technicians who will be employed under the Program. He/she will report directly to the Seed Component Coordinator although based from the district head quarter, he/she will be expected to spend a major proportion of his/her time within the target areas to ensure that adequate and appropriate technical support is provided to all beneficiary seed production groups and Agro vets.
Specific tasks of the position will include:
•    Following the completion of pocket identification exercise and will in close collaboration with potential participating seed companies , assist the Seed coordinator to identify existing and future seed production groups in which        the seed companies expect to sign production contracts;
•    Assist the Seed coordinator in preparation of annual work plan for the component, designing and presenting training courses for recruited staff and implementation of all component activities;
•    Liaise with the M&E/KM Specialist to ensure that appropriate menus for tracking fields staff activities are included in the mobile phone monitoring system to be developed by the Programme;
•    Supervise the activities of Seed technicians, and use information from these meetings, as well as from data provided through the planned mobile phone monitoring system to ensure that all staff are meeting their obligations to       visit and support production groups within their area;
•    Provide technical back-up and support to the Seed Technicians dealing with issues and problems which arise from technical aspect of production as well as from the relationship of the group vets to the contracting seed                company;
•    Collaborate closely with district engineer to ensure that all participating groups receive the full range of technical, engineering and institutional development support as required;
•    Supervise the activities of Districts Engineer, Seed Assistants and ensuring their adequate performance against targets;
•    Establish strong working relationship and coordination with public and private institutions existing in the working districts;
•    In coordination with the relevant DADO and district level staffs and colleagues within programme Management Office, oversight the activities related with the operation of Matching Grant Scheme and Competitive Grant                Scheme;
•    Oversight the activities and procurement aimed at mobilizing and strengthening the new and existing seed producer Groups including the purchase of equipments and the provision of technical training;
•    Liaison with private/public seed companies who are awarded contracts through;
•    CGS in the implementation of seed production and marketing schemes;
•    Set, monitor and achieve equitable gender and social inclusion plans and targets among supported groups and organizations with support from GESI Advisor;
•    In collaboration with the monitoring, evaluation and knowledge management officer, preparation of monthly, quarterly , half yearly and annual performance reports, indicating the achievement of work plan targets;
Required Qualifications and Work Experience:
The selected candidate will possess a minimum B.Sc. Ag. Or equivalent in agronomy ore related discipline with M.Sc. Ag providing a strong a strong advantage. Following academic training. he/she will have a minimum of 3 years of field experience in working with seed companies or agricultural development programs involving direct contact with individuals engaged in the production of cereal and vegetable seeds. An ability to prepare high quality reports in English is essential, as s willingness to spend a considerable portion of time each year travelling within the Programme target area. Excellent knowledge of standard software programmes such as Microsoft Word and Excel is a prerequisite.

2.Position Title: District Seed Technician
No. of Vacancy: 4
Duty station: PIU, in the program district with frequent visit to program areas.
 Mode of contract: There will be initial contract for one year with a probation period of three months. The annual contract will be extendable up to the program period based on satisfactory performance in the preceding contract.
Roles and Purpose of the Assignment:
The Seed Technician will be based in the Production pocket in the district and report directly to the district Seed coordinator. His/her primary responsibility will be to ensure the rapid efficient and cost effective dissemination of information and collect problems faced, issues in relationship between the groups vets and seed company etc. Seed technician will report directly to the district Coordinator in the PIU.
 Required Qualifications and Work Experience:
Minimum of I.sc Ag. Or JTA course with at least 3 years of field experience in working with seed companies involving direct contact with individuals engaged in the proportion of cereal or vegetable seeds. Excellent knowledge of standard software programmes such as Microsoft Word, Excel, Power point and email internet is a prerequisite.


3. Postion Title: Goat Development Specialist
No. of Vacancy: 2
Duty Station: Program District
Mode Of Contract: There will be initial contract for one (1) year with a probation period of three(3) months. The annual contract will be extendable up to the program period based on satisfactory performance in the preceding contract.
Roles and Purpose of the Assignment:
The GDS will work under the direct supervision of the Livestock Coordinator and will primarily be responsible for the successful implementation of goat development program.

Special task of the position will include:
•    Assist to Goat Assistant for the implementation of program/activities in the community level in better way;
•    Assist the DLSOs in the preparation of farmer need based annual work and expenditure plans for the component;
•    The annual approved program should be implemented in the program districts with proper coordination and communication with DLSOs and other stakeholders and ensure for the achievement as per targeted;
•    Monitoring of the activities of the FFS groups and their facilitators and providing this information to the ME/Km Specialist and the DLSOs.
•    Identification of the candidates for training in Village Animal Health workers (VAHWs) with coordination with VDCs and cooperatives.
•    Ensuring adequate and timely supply of forage seeds/saplings for the both demonstration and dissemination and their protection from grazing, and ensuring that 75% beneficiaries have planted and utilized improved forage on the terrace risers and bunds;
•    In close coordination with NARC, ensuring smooth implementation of goat breeding program, including timely and correct data collection, processing and dissemination;
•    Ensuring proper and timely support of DLSOs to the farmer groups in PPR vaccinations and treatments;
•    Ensuring establishment of appropriately designed and constructed fodder tree nurseries, including assisting DLSOs in the selection of appropriate candidates for nursery operation, provision of quality training and timely              supply of farmer preferred fodder tree seeds and rootstocks for nursery raising;
•    Assisting farmers in developing organized goat marketing system including establishment of livestock markets;
•    Ensuring that the program supported activities such as VAHWs and meat enterprises follow appropriate code of practices for environmental and public health safety;
•    Supervision of the activities of the Community Goat Assistants and ensuring their adequate performance against targets;
•    Set, Monitor and achieve equitable gender and social inclusion plans and targets among supported groups and organizations, with support from the GESI Advisor;
•    Required Qualification and Work Experience:
•    Minimum of bachelor Degree in Animal Science or Veterinary Science and a minimum of 2 years of experience in livestock development programs (Master's level preferred). Having experience of working in multi-                      disciplinary team will have an advantage. The candidate should have adequate competence in communication, planning and reporting in English language. He/she should be mentally and physically fit. He/she will be based in        one of the Program districts, covering more than one program districts.

4. Position Title: Dairy Development Specialist 
No. of Vacancy: 1
Duty station: Program District 
Mode of contract: There will be initial contract for one year with a probation period of 3 months. The annual contract will be extendable up to the program period based on satisfactory performance in the preceding contract.

Roles and Purpose of the Assignment:
The DDS will work under the direct supervision of the Livestock Coordinator and will primarily be responsible for successful implementation of dairy development program.
Required Qualifications and Work Experience:
Minimum of Bachelor Degree in Dairy Science or Animal Science or Veterinary Science and a minimum of 2 year of experience in livestock development projects(Master’s level preferred). Experience of working in multi-disciplinary team will be an advantage . The candidate should have adequate competence in communication, planning and reporting in English language and computer knowledge and skills. He/she will be based in one of the program districts, covering more than one program districts.


5.Position Title: Community Goat Assistant 
No. of Vacancy: 7
Duty station: Program District with frequent visits to program areas.
Mode of contract: There will be initial contract for one year with a probation period of 3 months. The annual contract will be extendable up to the program period based on satisfactory performance in the preceding contract.
Roles and Purpose of the Assignment:
The CGA will work under the direct supervision of the GDS and will primarily be responsible for successful implementation of goat production program.
Required Qualifications and Work Experience:
Minimum SLC graduate with completed 15 month courses of JTA, having at least 6 month of experience in community mobilization preferably in livestock related programs and a resident of one of the program target communities. The candidate should have adequate competence in farmer group development and communication.

6.Position Title: Community Dairy Assistant 
No. of Vacancy: 13
Duty station: Program District with frequent visits to program areas.
Mode of contract: There will be initial contract for one year with a probation period of 3 months. The annual contract will be extendable up to the program period based on satisfactory performance in the preceding contract.
Roles and Purpose of the Assignment:
The CDA will work under the direct supervision of the DDS and will primarily be responsible for successful implementation of financial management in the program.
Required Qualifications and Work Experience:
Minimum SLC graduate with completed 15 month courses of JTA, having at least 6 month of experience in community mobilization preferably in livestock related programs and a resident of one of the program target communities. The candidate should have adequate competence in farmer group development and communication.


7.Position Title: Financial Management Specialist
No. of Vacancy : 1
Duty station: Program District
Mode of contract: There will be initial contract for one year with a probation period of 3 months. The annual contract will be extendable up to the program period based on satisfactory performance in the preceding contract.
Roles and Purpose of the Assignment:
The FMS will work under the direct supervision of the Account Officer and will primarily be responsible for successful implementation of financial management in the program.
Required Qualifications and Work Experience:
Master’s Degree in Business Administration business studies and commerce or CA. At least 10 years experience in financial management, accounting and internal audit with minimum 2 years of experience in donor funded project. Minimum 2 years experience will be preferable for CA degree holder. An excellent computer skill on Microsoft Office Excel and Microsoft Office Word is required and good knowledge about accounting software. Prior experience in training would be an asset.
